I don't think anyone that desires to be obedient would have a coherent enough desire to be picked up by the orange light, regardless of how much that person desires it.
It's a rare phrase, mostly used (in my experience) in the phrase 'that's so precious' as another way to indicate cuteness or naïveté. It's the first time I've heard a male character use it though.
