16-Kryptonians don't have the super and freezing breath naturally IIRC. Though apparently Daxamites have preserved Torquasm-Vo, which means some of them could do it. Maybe? All other kryptonians shown were using Torquasm-Rao, which apparently has a different wiki entry. It feels like two names...
