    It's simply that the external nature of their techniques meant that the people who actually knew how to encode powerful ninjutsu, seals, or what have you into things could then hand those out to the clan's rank and file.

    The peak of what they could do was no higher, but because their ninja arts took the form of weapons and artifacts rather than learned techniques, anyone who could pony up the chakra could deploy their best - which was legitimately equivalent to some of the better ninjutsu out there.

    The average Uzumaki wouldn't have known any fuuinjutsu, juuinjutsu, anything about jutsu formula...they'd really just have practical training on how to use the products of those things and avoid being stopped from using said products. All the expertise was in the heads of people back home.
