    But they're turtles. I would call your answer an out of story reason. And if I wanted an out of story reason for their masks I'd just chalk it up to needing to color code them so ppl could tell them apart and call it a day.

    But these are turtles grown radioactively by green goop and I want an IN STORY reason for them to be wearing masks damn it!
