Honestly, the dumbest thing. I have a scene I want to start, how do I start it? Do I start with painting the area? Do I start with internal thoughts? Do I start with previous, skipped scenes? I know the answer I'd give myself is 'just start writing, it's really not that important. Any words are better than just staring at the blank page.'

I feel your pain. I know the advice in the vein of 'just do it' sounds trite and not helpful at all, but it actually works, I'm sad to say. Just pick your angle here and stick to it, whether it being the thing you find the most excited to write about, or just the blind chance of a dice throw on what you are going to write about.

In other words, just start with what feels okay-ish at the moment. It won't feel perfect at the start, it never does, and some people might not like it. The point is that if you keep perfecting your craft, all the while writing about things that interest you and bring you joy, you will be forced onto a path of success, whether you like it or not.

"just start writing" is correct. there is a subconscious impression that the first attempt will be what is submitted.

in practice, you have only a vague idea of what you want to write. what you must do is put down words that illustrate the main points of what you are thinking about even if the words become disjointed scenes.

when you run out of ideas, look at what you have and try to connect everything. you transform the fragments of thought into something like a blob of text.

then you read that blob and refine it by improving diction, flow, dialogue or narration. maybe you want to transplant a scene you wrote to a different time, or import some other idea. now you have a second draft. now you do more drafts until you are satisfied. you can even continue to the next chapter and see how things hold up.
