    A "Villain Academy" Quest, wherein the PC is a Student enrolling into one such academy.

    This is as the world runs on the premise that it's one dictated by Heroes... and of course, some sacrifices have to be made for the sake of the greater good.

    Thus for those suspected of being 'Evil' (or some other reasons), if you don't wish to obtain a crappy education or a Evil aligned one, then one has to become a Villain-in-Training (because /they/ don't care what graduates do with their education)!

    Heroes do rule the world, and do hold enough pressure over the portion they don't... with the exception of hidden bastions/havens of Evil controlled areas.

    It's more that Villains are basically the third party that /isn't/ flat Evil, but also has members whom are shunned/heretics/etc. by the Heroes, thus have no other choice.

    The drop out rate for the Villain Academy is 80%, which includes fatalities.

    So the hindsight difference for Villians is. Unlike the monsters who'd go Evil Overlord cliche or "Cosmic Cultists", it's merely a Criminal College of sorts. :P

    ... I think I could be into some bizarre Disgaea lite logic, Grand Theft Auto style, with corruption, bigotry and all other lovely vices for the 'Good' people to have a feel good factor in slaying EVIL Villians, and threats.
