Overhaul is the most OP quirk in the setting. I'd be able to conquer the world with it alone easily.

Or Momo Yaoyoruza non-organic matter creation quirk. The electronics she makes come pre-programmed, she can make any weapon with the right knowledge or any theoretical matter in fiction. She can make AI cores loyal to her and have them take over the net. Schematics of tools unable to be built with the current technology would be simple for her.

Not quite, Momo's quirk requires learning the entire make up of the item made, and how it works. You'd need to be a genius with an incredible brain like her to be able to retain and understand all that information. Where as Overhaul, only needs basic biological function knowledge.
