    Orion made the red ring. They were bringing back that Butcher's Blood to that creepy Maltusian, but he double crossed them, so Orion killed him. There was a scene later that had him making the ring using a hammer and anvil.

    The same may be true here, but Orion didn't let it either because his godhood got in the way, or because he intentionally made it to not do that when he forged it. They can detect things like Boom Tubes, but Lantern tech may not be on their radar.
