    Depends on the decade, TBH. I think that the Hegemony and Concordat have the most at this point. But the fleets in BT generally don't get bigger than 20 at the most until we get to the ACW. I'm leaning at around ten or so being a massive show of force for anyone not the Hegemony at this point.
