Pluto died in the Silver Millennium and was reborn along side the rest of the Sailor Scouts. That's the Meioh Setsuna the team encountered after Pluto's "death". The Pluto that died was the one from Silver Tokyo which had encountered and befriended Chibi-Usagi.

He would be a liability against the minions.
No magical defenses means he'd constantly be caught in various AOE mind control and transformation magic's.
Paul would have to find a way to bypass the Sailor Scouts magical defenses to heal them.
None of Orange Lanterns non-combat capabilities would be effective against Sailor Moon's enemies because they use magic for everything.
As to "distracting" powerful foes, Paul's normal way of doing that sort of thing would be the opposite of helpful. Remember, he always tries to go "hard core"...
