Can I use The speed force and various other comic superpowers in my original fic?

    Yes, technically, however, if the fic isn't set in the DC universe, or an alternate universe ersion of it, than it would be best to put some work into actually developing it and establishing it as a part of your stories universe. If you just say "it's the speed force, lol", you'll likely end up accused of being lazy and unoriginal. If you can instead say "it's inspired by the speed force but I wanted to take it in a different way and explore how it actually fits into the universe", you'll likely get a much better reception.

    Similarly, with other powers, it kind of depends on how you do it. A lot of powers are basic and generic enough that they've bcome essentially ubiquitous amongst superhero stories (superstrength, durability, flight, rapid healing/regeneration), so including characters with those powers isn't in itself a bad thing, you can even go ahead and include full on expies, so long as you don't try and pretend you aren't doing it. Having a character who's obviously a reskinned Superman as a background character who the main characters respect and admire would probably be fine. Having a main character who's obviously a badly-reskinned Superman while trying to pretend he's an "OC, donut steel", wouldn't.
