Always remember it is WoD so because of the writers nice things are automatically destroyed or perverted because of enforced shittiness

like how in Worm all authority figures are inevitably corrupt.

Or in marvel especially in X-Men humans will inevitably be evil and mutants will be pretentious assholes because the writers will never let the narrative move from Race War and Master Race.

How? Like were they trying to make it free AND make money off it? Like they could have just put shopping centres nearby and gathered money over the years that way with a population motivated to feed themselves.

Ahhh, it occurs to me that you actually have building costs that they were trying to make profitable on their end-that makes more sense.
