In the Materium, it was a normal day. The ocean's waves were futilely striking at the ships littering the Boat Graveyard. The sun was shining from behind the sparse clouds hanging in the sky. People went about their lives, unknowing of what was about to happen. They probably wouldn't care even if they knew. Brocton Bay was a city where hope went to die, and proud of it.

Under the yoke of three major gangs and countless lesser ones, the once prosperous port city turned into a festering pit of corruption and despair, much like the world it was in. What reason was there to strive for betterment of others when such an action was most likely to be met with derison, and most likely in breaking of one attempting it.

The Big Three, though a mere symptom of the problem do nonetheless deserve a mention.

The Merchants, who create their own client base by forcing their poison upon any without strength to oppose them or agility to avoid them. Human vermin, numerus but wasting, destroyed by the very substances they deal in. A living example of why the dealers should not be users... But perhaps not for much longer.

The ABB is known for one thing only: Lung. There are rumours surrounding their activities, but if anyone knows what exactly they do, they aren't telling. What is accepted as an uncontested truth however, is that Lung owns ABB. The land, the buildings, the possesions, the people. It's not unusual for young women to walk alone after nightfall, unescorted and unafraid. After all, what reason would there be to fear? Dragon would have what he wanted anyway, and no protection, no precautions would ever be enough to stop him.

E88 is the last of the big three. Nazis. Their territory is easily recognized. Clean sidewalks. Well maintained roads. No abandoned buildings. No people of color. It's not even the gang tags, but rather the eerie absence... and the lingering smell of blood those woth good noses could sense. The Aryan race certainly managed to construct a beautiful illusion of order, unity and prosperity... But it was paid for in blood and remains, as always, just an illusion.

The Event happens at the point where the territories meet. It is the culumination of over a year of abuse, of betrayal, of irrational hatred and unprovoked violence. It is an atrocity, a symphony of sin building up to a powerful climax. It is the infamous Locker scene.

The immaterium roils as storm clouds that are not clouds gather across the sky that is not sky. The moment when Taylor Hebert is stuffed into her own locker, filled with hazardous waste by a girl she once thought her sister, the energy gathers, flows together. In that moment of despair, through that act of breaking a Taboo, all the misery, all the despair, all the rot and hate and anger, and a small grain of dying hope are pulled together.

While Taylor futilely cries for help, striking out with her hands at the unforgiving metal and only succeeding in breaking her own skin, the power gathers, mixes and soon enough, you are born.

You watch, unamused, as the Janitor finally opens the Locker, releasing the girl within. Soon enough she's taken away to the hospital and you remain behind, hanging over Winslow High, your birthplace. Your power finally stabilizes and you take a deep breath. You still have no body, but it's instinctual, somehow. Instead of doing anything in the matrial world, you instead draw in the leftover energies from the immaterium and the faint whisps still floating around the school.

You can act now, and from he flavour of miasma you've just consumed? Some corrective action is long overdue.

You have awakened as a Sprite of Balance. In time, you may become a goddess in truth, but that time is yet away. No one knows you, no one sees you, no one hears you and you have no physical body to call your own. You are, at this time, just a floating blob of ectoplasm wth a great potential. You are also tied to a powerful domain.

You may obtain more by witnessing actions of a given type. You spend it by using abilities of a given type. (For example seeing a dog fight will generate a bunch of Negative Karma, cursing people will spend it). You gain Faith if someone believes in luck/God/fairies looking out for them as a result of your actions (gains doubled if you rekindle their hope), or think that Divine Retribution is upon them. Any actions your followers take (if any) are always counted as observed for the Karma gain. You may, in time, unlock additional blobs or even a physical body, granting bonuses to Karma gains. Doing it is better than watching, after all!

I like this plan

 

Granting people good or bad luck will do little to garner faith. And also limits our ability to interact with the world a lot.
Wisp and Whisper let us communicate with people.
Wisp can guide people to someone in need and thus get them rescued.
We could combine 1 communication method and 1 boon method.

Of course that runs the risk of them thinking we are a cape instead of a god... then again people literally use "Scion" instead of "God" in that verse.
