I think the Ark is more consistent with Nikke power capacity now. Grimms models are incredibly strong but it they seem to depend on having compatibility (at least in canon). Nowadays it seems like the Ark can take any single woman and turn her into a Matis/Absolute level Nikke and it's really just a matter of how many resources they want to spend.

This situation seems pretty bad. Joe might not even have Type-X/Vapaus blood, unlike the canon Commander, since he's not a clone of Andersen
