After reading for awhile, an idea occurred to me. Because of the incredibly wide selection of stories here, and the rule of no tag enforcement, that a super simple single tag system in the concept of what the movie ratings system, or what the PEGI system for games was supposed to be might work here. The idea is for a simple set of tags be made that every story could use to tell what broad category of idea/topic/content will be inside.
The first tag could be for stuff that would be for stories that are mundane/less problematic. The top tag for the stuff that even a lot of hard core kink lovers would tell the author to chill.
As with the movie rating example, the lower for stories that even teens would be good for on average. The next few for stuff dipping closer to more 'complex/touchy' topics or the like. An example would be Game of Thrones type stuff that gets pretty in depth of description of gore, rape, murder, etc, without actually getting to pure murder porn. The top would be for stuff even porn sites can add a simple 'are you sure you want to continue' level.
Not really sure how many layers would be best, but my brain is thinking 5 should be good. It doesn't need to be forced, but more a guide line so people could better filter out or for stories they actually want.
I know it would be a definite long term idea that would take a lot of tweaking and checking, but it could help the more 'casual' (it's QQ, so even that's a pretty lose term) reader doesn't just up and stumble into 'murder hobo harem protagonist with magic dick powers of ultimate sexual prowess' and freak because the tag was Pokémon, SI, and action, as the only tags (pulled these 3 only for pure example).
Either way, shooting the shot of either this can help, or spark an even better idea.

As Kraken said, that would require tag enforcement because people who aren't properly tagging their stories now aren't going to start using that specific set of tags.

Also, trying to create tiers of fetishes just sounds like it would lead to countless arguments because obviously the stuff I am into isn't as bad as the stuff you are into but I am not.

I do know it's basically an impossible ask. But it's also more here to inspire something better. And I didn't really want teirs of fetishes per say, but more along how the way the movie ratings system was supposed to work. You intentionally keep each tier vague and broad as more like a simple 'FYI, this story has things some people disagree with. Are you sure you want to continue?'. What my mind was cooking up was for ALL the fetishes to have the same tag.
Like I said at the end, it's more just parts of an idea to make people look at it and go 'that sounds neat, but i can do better' and improve upon it. 🤷‍♂️

If all fetishes have the same tag... then you don't have a tier system, you just have a binary "Does this fic contain objectionable* content? Yes/no" check.

Once you have tiers, people will have to decide how objectionable their fics actually are. Is mind control more objectionable than rape? Less? What about slavery? Is futanari objectionable? After all, quite a lot of people strongly dislike it. And so on.

Making the tiers vague will only make the problem even worse, because few people find things they like to be particularly objectionable. Most writers write things they like, ergo, things that in their subjective opinion don't belong in the higher tiers.

*Keeping in mind that even "objectionable" is awfully vague and subjective.
 
Did say it's basically just parts of ideas, not even close to a whole one. Nothing will be a perfect solution, just the better accepted one. It's also why I'd rather have more knowledgeable people see if they can work it out. Inspiration can come from things that you don't want to see as well as things that makes you think 'I can do better'.

We already have a comprehensive solution! It's tags! And since moderators aren't going to enforce proper tagging, they're also not going to enforce a half-baked version of it.

If you don't like people not using tags, then just... don't read fics that aren't properly tagged. To use your own example, if a fic only has tags "pokemon, action, SI" it should be self-evident that the author was lazy with tags and only used bare minimum.

We also already have that, in that we have the NSFW and the not NSFW section.

Anything in the not SFW section must be safe for work.
While the NSFW is anything goes.
And that's likely the extent of tiering that can be expected.

Otherwise, it's mostly a case of be the change you wish to see in the world and make sure to tag your own threads responsibly :)
