You know, originally AotL summoning was under the rule of "one Velvet action gives you two charges". Since it's the kind of "quick and cheap" thing that warrants more efficiency if you spend actions on.
But I actually really, really like this suggestion.
Your friends are already Lore-mature enough to be able to do this, so why not.
A new "General action" has been created for your followers. You may now spend one Follower Action to gain one AotL for Velvet on one specific Lore (may be picked multiple times).
(This has already been edited into the latest threadmark.)
But please don't "tie my hands" here. If you ask for several AotL, I WILL pick characters who know Lore stuff. So, don't forget your servants don't use the Lores, and that (if you ask for nine AotL) I will have Baldomare casting you that level-one Ritual, while your servants go "search for books" which you hoped Baldomare would have done instead.

I doubt we'll ask for THAT many AotL, even for Biedde.
I imagine we might go for 4? have it done by Comet, Jade, maybe Rarity, and the free one.
That covers 8 rolls of Edge (as if I remember right an AotL applies to two edge rolls, or a single clash), and it's likely the fight will be over by then one way or the other...
@OurLadyOfWires IMPORTANT, CAN we have confidants (probably Jade or Baldomare seeing as they're the Lantern ones) study low level artifacts then? and how would it work?
It's fairly important to planning, as we have many artifacts that could help in expeditions or rituals, and we really only have the lvl 4 ones that are worth Velvet's time in particular due to scrap gain if we can delegate that.
Oh sweet. Rarity action is free and getting an extra AotL makes Biedde sacrament a lot easier.
I'd go for 3 or 4 total, really. We absolutely have to avoid the worst case scenario of "Velvet gets 2 wounds again and goes to 1 or even ZERO health".
...yes, I know, Biedde is supposed to stop if he brings us to 1 health.
BUT WHAT IF HE ROLLS TOO WELL AND DOES TWO DAMAGE AT ONCE?
It's unlikely, but it COULD happen. Imagine something like "Velvet is at 2 health, Biedde has 49 accumulated "progress" to the damage.
Then he rolls 51 over. THERE, that's 2 damage.

Unnecessary. Rarity is doing well on her job. Bird repeatedly told us he'll warn us if this action is necessary.
We should do Commission for the extra bits, which we need for many things, particularly the very rewarding expeditions we have, but also potentially heart books, Scrying and summoning rituals in the short term future, potentially the winter sacrament (30 actions each...)

Considering that Winter Sacrament is basically an un-aimed use of EiB, does that mean it's still NOT recommended to do more than one per turn, or can we do 3 in the same turn "safely"?
We need two level 3 heart books if we want to use an influence to get to level 4.
That costs a total of 60 bits, 30 bits per level 3 book.
We can definitely afford it.

The implication of the expedition description is to me that the MOMENT we're done with that we'll RUSH to get the blood and go through the Tricuspid.
so I'm not THAT worried about this in particular.
The Names are explicitly not aware of the path Velvet discovered. Baldomare made that very clear when we had our revelation and spilled it to her. If they did know, they'd be gunning for Selene and Celestia right now over our rapidly cooling corpse. Except maybe Biedde, I'm not sure he is capable of deciding to try and make himself equal to the Colonel like that. Mareinette at least would be gunning for a chugging of sweet sweet Outsider Power straight from the tap though.
To be fair Mareinette might very well be literally unable to go through the Tricuspid.
She is, after all, an Alukite. The Old Laws might stop her from doing that.

Explore Summit is the free mansus point, nothing to say against that except we can't afford a dedicated action so hopefully the single point is enough. If not, maybe next turn we can dedicate an action to it.
I still disagree with Baldomare SH over Personal SH Sacraments, but we've been over that enough.
Honestly I'm not sure I even WANT to scry-scout BtRC 3, we could just send Axe + Biedde + Selene, pile artifacts on them, and let them do it on their own. Scrying is unlikely to change things that much.
While I largely agree with your list, Bird already said that using the Commissioner Actions on Cadence would be a redundant waste if we were also doing the Family/Friends Fleeting Opportunity. I personally would rather spend that action on getting a better look at what Eclipse is doing.

Mostly bcuz like. We already see our Confidants pretty often, narratively speaking. Maybe it would help w/ our other friends, but I don't think it's important to do so except for Cadance.
