Sounds the opposite of what I wrote about. The point is to cook the surface because it may have been exposed to microbial contaminants and warm the meat, but eat the interior raw.
Ouch. The correct way to cook and eat a steak is to brown (not char!) the surface and get the interior warm. Then eat it before it cooks all the way through. For sauce, mix some cream into the juices left over on the frying pan and heat.
I do not know if it is common in America or not, but if you have never had sandwich cake, I recommend you give it a chance. I fell in love at first taste as a child.
