A lot of Chinese writers tend to write Sarutobi Hiruzen as an average Chinese leader, you know, formerly competent now incompetent, corrupt surrounded by other corrupt, valuing familial ties over greater good... but if you take into consideration of how accepting of NTR Japanese culture and leadership is, this all falls apart, because often "Chinese Hiruzen" wants his son to become Hokage, but this proves false.
