It's not the only strange loophole in the ignore-thread function. If you posted in a thread before you eventually ignored it, then likes on that post will still appear in your alerts list, unless you turn like notificaitons off entirely. Likewise, if someone @'s you or quotes you in an ignored...
It would be easier to just make the box larger I think. It does have a handle in the corner to drag it larger, assuming you notice it there, so the default height and width shouldn't be too hard to change. If the report box looked larger, it would encourage more explanation of the report...

Perhaps the official rules post regarding reports ought to have the detail about starting a thread each time included in it? Because to the average user the button is rather opaque. Press button, write complaint, hit ok. There's no obvious way in the reporting tool to link multiple...
So, going down the page and reporting a half dozen people all participating in the same derail, which has already been declared a derail by the OP, is explicitly ok?
I'm not sure which part of this behavior is a bug. Either tabs are supposed to work in signatures, but don't, or they aren't supposed to, and therefore shouldn't work in the signature preview either.
I too have just encountered this issue. Ignoring a thread does not ignore quotes or likes, though I couldn't say with regards to @mentions because that hasn't happened to me.

The ideal implementation would be a little more complex, since you don't want to include ignores from people who are ignoring tons of people. You want to weight a nuisance score based on ignores/posts by the ignore-ee and on the ignores/posts from the ignore-er. If you're ignored by an account...
Could we have a subscription to the creation of threadmarks? (During or after initial post) Probably wouldn't want an alert if a threadmark just has a name change, or if the ordering is changed, but if a new post is added to the list of threadmarked posts for a thread that could be nice.
It would be nice if the OP post alerts included whether said post was threadmarked or not. That way a particularly long OP discussion post wouldn't be easily mistaken for a chapter.
