Really, Grayson Death Carlyle was something of a well meaning dolt it turns out who got VERY lucky.
He didn't know to decrypt the core's information before copying it which held back actually understanding the info by at least a decade. He's just lucky that the file structure directory was intact because without that it would have forever been nothing more than gobbledygook.
If you think that's the first Datacore found since the Star League you'd be wrong. It's just the first one that wasn't in some way damaged, which would have corrupted the directory files and made it unreadable.

TTI, PPL, and VMI are planning on additional lines of Toro's anyway just to keep up with the demand, with new lines opening end of 3026, middle 3027, end 3027. 12 lines of Toro's should be more than sufficient.
