All good points, but I think the biggest argument in the Justice Lords' favor that we saw in the original show was that they actually tackled the revolving door that is Arkham Asylum by implementing a solution that actually worked and ensured the criminals incarcerated there stayed inside its walls. I'm almost positive that this alone got them massive support in Tri-state area, as nobody in the vicinity of Gotham had to worry about Joker, Riddler, Ivy, etc. escaping, going on a rampage/killing spree, and then getting arrested, only to get sent on a vacation to Arkham, due to an insanity defense.Same.
