Just like in the game, start with an E88 grunt and replace your way up the hierarchy until Victor goes to hug/kiss his wife and she unfurls into tendrils. They don't even have those pesky viral detectors! Though Victor probably could do that job himself just by noting the 'person' with a suspiciously wide skill range.

I think that John doesn't want to casually eat people for convenience. Victor has a fuckton of skills that John wants, he's an actually significant target.
 
Goodness, this is wild. He just needs portal technology, and to strip mine the corpse of Eden. Also, the Talking Gun and Remy are just in the background watching this horror show happen. He should do something nice for them like a slice of cheese, or building a body so the gun can fire itself.
