It makes sense that Lance is aware of Giovanni and allows his shenanigans.
No government would allow such a powerful organization (which managed to create Mewtwo) to exist within their territory without restrictions.
It's allowed in Anime and Games because we need authorities to be incompetent so main characters can shine.
In this fic, there's still tension between different regions and a threat of war. (Gym leaders are supposed to keep full roster.)
Makes sense that Team Rocket is allowed to exist. That way the Johto league can keep their hands clean while Rocket does all the dirty work like getting unique pokemon, classified medical tech, etc. And also keeping a watch (through alliance) on Teams in other regions. I wouldn't be surprised Rocket was running surveillance and assasination missions in regions like Kalor and Alola.
Has Mega technology been spread yet? From what I recall, it was introduced during Kalos arc. I am sure Lance wouldn't mind if Rocket got a bunch of Mega stones for him and his Gym leaders.
So far, the lore is really well done. Especially the realism part about geo politics. Lot of authors just skip over that.
I wonder what's gonna happen when Lorelei informs Lance about Giovanni.
Will he give her false reassurances and ignore the issue?
Will he bring her into the fold and tell her that it's necessary evil?
Or will he inform Giovanni about MC or try to make MC disappear?
