I'm gonna have to disagree. According to this Arlong is about the same level as the lowest CP9, and that's worthwhile strength in the first half of the Grand Line despite Arc 1 Luffy beating him like a drum. Granted, this is unless your explanation is Arlong spends about a decade not training or fighting to the point he get's drastically weaker by the time Luffy fights him.

That, in the show he just went decades having it somewhat easy and fighting lower level people. So I thought that, per the logic of One Piece with Crocodile or Moria, he was bound to get weaker, even if not totally. But since this is Arlong fresh from the Grand Line, he ought to be more of a challenge.
