The title, Toji Fushiguro is dropped into Brockton Bay the Day after the bank robbery, with his mission being to beat up and defeat ever Parahuman in the city Within a week.



No outside interference or calling for aid, only resources available in the city are available.



Toji has a kill order and every Parahuman is willing to kill him, outside of that everyone is in character.



Toji has his cursed spirit with all his weapons and is in his prime, he has some/general knowledge or whatever knowledge he learns himself While in Brockton, he's motivated by a one billion dollar reward if he succeeds and is in character.



Can he do it?

Tojo perception blitzes and goes home for lunch. The only parauhumans with armour (kaiser hookewolf armsmaster) can be easily ripped through. Lung will die before he can ramp up, and failing that soul split katana. The rest at cannon fodder

Toji easily wipes brokton bay. finding them is the tricky part. Coil for example would be real hard to pin down and while the parahumans apart of gangs he can take out easily, getting through the goons would give them time to run away

The only way the Brockton Bay capes could win is by getting lucky with Bakuda bombs. Or if Coil decides to be smart and work with the ABB. Using Dinah's power to narrow down the best time and place and then Bakuda goes crazy.

Out side of that I don't think there is any way he could be taken down. My first thought was what would he do against Night and Fog, but since he has all of his cursed weapons he could easily take them down. And then I remembered they might still be in Boston at this point.
