But they're not as powerful as all of the rest put together, and they're going to be having difficulty occupying Arizona once the Legion collapses. So they want to arrange things so that the summit very obviously doesn't favour them too greatly."

Balm nods. "They wish to appear magnanimous, and so encourage us to accept their leadership."

"That's part of it, but it also… Makes sense. For the members of the Enclave tribe, it is part of their… Religion? That the United States didn't collapse at the end of the Great War, it just entered a period of turmoil."

"You told me that it had been two hundred years."

I nod. "A long period of turmoil. They all believe in it fervently. They're not always entirely sure what it is that they believe about it, but they're all faithful. So while you and I both know that you're the chief of the Ammonites, and therefore paramount chief of… What do you call the area you rule?"

"I would usually call them 'our lands'. Or I refer to the rivers which bound them."

"Paramount chief of this region, then. But they believe that this region is called Utah. And while they don't care if a people who call themselves Ammonites live here, under their law the chief of the Ammonites has no significance."

"Why should I care about their law in my lands?"

"You said that you would not insult someone else's god?" He nods. "This is their god, the nation that fought the Great War. They can be reasonable about many things, but not that."

"So I put on the war paint of the Governor of Utah, and that gives me standing in their law?"

"Yes. And it's a lot easier to understand for people further away, like Valentina Rosado, who apart from speaking to Tears for a few minutes has never met anyone from the Ammonites, or any other tribe in this region."

"She is-. Ah." He smiles. "One of my daughter's co-wives."

"She kept her maiden name, so I suspect that Doki just assumed that she wasn't married."

"Valentina is President of The Republic of the Rio Grande. But because Rio Grande was a state before the war, she'll be addressed as Governor during the conference, just as Grant will be referred to as the Governor of California."

"And… Am I the Governor, under their law?"

"Each of the states had their own rules on how governors were chosen. If the people of Utah have chosen you, that's enough. But… One of the things we'll be discussing is how governors should be chosen in the future."

"The governor of a state. Which need not be the same as the chief of the Ammonites."

"Yes."

"Hm." He nods. "And what of you?"

"The land of the Sky Walkers is part of the State of Nevada, but we don't really have a candidate, and… New Reno was effectively annexed by the N.C.R. after Doctor Anderson's forces ravaged it. Us sending a separate Governor wouldn't really make sense at the moment."

House doesn't want the job, none of the Wrights have a high enough profile -I mean, I don't blame them for running and hiding when Anderson stormed the city with Enclave power armour divisions, but it didn't exactly earn them acclaim-, Lynnette… Thinks of most of us as uncivilised savages, Vargas has a good reputation but he wants to move back to Arizona as soon as possible, and I… Haven't spent enough time working in this state, which isn't yet in any position to function as a state. Balm works because his tribe conquered Utah, while Grant works because the major cities in California voluntarily came together and backed him. Nevada's not there, nor anywhere near there.

"No, I'll attend. And I'll be running around in the background. I just won't have a special title." I sigh. "I don't know. If it's really necessary I'll try and get Lynette to agree to Hernán Vargas being our 'Governor', but it would look… Silly."

"Do Grant Hayes and Augustus Autumn wish to return to life their god, the United States of America?"

"Augustus does. Grant could go either way, but… It's not a bad set up for administering a lot of territory, and the N.C.R. isn't very good at controlling territory away from its core cities."

"I have been able to use freed slaves and minor tribes to control the lands that were the property of the Eighties. Chief Thunderbird did something similar to take tribute from the weaker tribes he ruled. Why does Grant not do the same?"

"Well, in the example of the Mojave, the people weren't unified enough to join as a group, or enthusiastic enough about the N.C.R. to become citizens and govern their own affairs. When the N.C.R. conquered the Rapids and the Baja peninsular, they moved in large numbers of people who were already Californians in order to control the land. But between the Legion and the lack of water, no one really wanted to move into the Mojave so that wasn't an option."

He nods. He's uneducated, not stupid. "If the paramount chief of a state is called a Governor, what are the lesser chiefs called?"

"Mayors. Usually, a settlement of any size would have a mayor, though only the mayors of larger towns and cities would be considered important. Mayors report to the governor."

There's a faint smile on his lips, though I'm not sure-. "And who is above the governors?"

"Strictly speaking, no one. The Governor is the highest government authority where matters pertaining to their own state are concerned. They usually work within a framework of laws, and if they go against those laws there are people who have the power to refuse them-" He nods. Balm isn't an absolutist. He's used to having elders he needs to explain himself to. "-but that's within the laws of the state. The United States of America had a Supreme Chief who held the title President-."

"Ah. That is why the Presidents are calling themselves Governors."

"Probably. Otherwise, it would get confusing."

"And what does this Supreme President do?"

"Deals with things outside of the United States of America, deals with problems between states, and controls the military of the whole of the country. That's the… Simple version. The full version is a good deal more complex. Presidents tended to try to centralise power to themselves at the expense of the governors… But even if our alliance becomes more like the United States of America I suspect that the office will be far more limited."

He frowns. "Governors do not have soldiers?"

"Not exactly. They have armed police for fighting raiders and criminals, and they have a militia called the National Guard, but most of the military was controlled by the President."

"We do not have a President. Does Grant want to take that title?"

"I don't think he'd mind getting it, but we're not unified enough for anyone to accept someone having that degree of power over them."

He nods. "Good."

"And we couldn't perform the proper ritual for choosing a President anyway. Not until all of the lands of the United States are allied to us. No, at this stage we're just reorganising allied states and working out how best to support one another."

He nods slowly. "Then that is something that I can do."

Ah, the calm, literal-minded fellow. Now, how to explain it all? Both to Balm and to us the audience. Because this plotline is going to involve a lot of political chicanery and diplomatic tricks, I bet...

See, most countries at conflict for that long would be considered disbanded in a fraction of that time. At least Rome had a measure of continuity of government, though the throne moved from place to place, from Rome itself to Constantinople...

It doesn't help that some of the polities involved in this would likely not recognise the tribal confederacy as a legitimate government because it isn't like classic American governments.

I'm guessing they absorbed part of the United States of Mexico before the war began, then, since the river flows out of Colorado, down through New Mexico and into the Chihuahua and Coahuila states of Mexico. Though given those names, I can see why they called it 'Rio Grande'...

So they'll sit out the agreements, and hope the NCR doesn't play silly-buggers with their sovereignty. Admittedly, with Krono and the Area 51 tech under their control, they do have enough muscle to make themselves heard if needed.

With any luck, the nascent United States will recognise pre-war borders, adjusted for territorial shifts. Especially if the ones calling for reunification can shout loudly enough...

I doubt Vargas would accept anyway, if he's that determined to return to Arizona. Maybe present it as 'Interim Governor'.

Because how do you trust the people you put in charge to do the sensible thing? With the tribes, you know them personally, and can call them out if needed. But some NCR git put in charge of a whole region might get ideas.

Also, calling yourself 'President' at a meeting like this would send the wrong kind of message about you intentions.

Since the states are used to their relative independence at this point. Much like that period of the First Continental Congress before the Revolutionary War really turned hot. This series of Extra History is a good primer on that.

The Militias being an essential thing because the national military technically can't operate on their home soil without special legal conditions.

It would be a bit awkward if they had separate Presidents on the East and West Coasts. Especially when they finally meet in the middle...

Well, hopefully Balm can avoid any social gaffes caused by cultural misunderstandings while acting as Governor. Especially if Krono can offer advice. I'm guessing he'll be running around smoothing over those sort of ruffled feathers alongside preventing arguments between armed security details for each visiting dignitary...

It's so reassuring and refreshing to hear things laid out like this. I have heard some praise for constitutional monarchies recently, so this was pleasant. I suspect most of the games would require a major time investment to understand the lore from this level.

I enjoyed this more than reading an overview from a wiki or other summary, more than 95% of video essay channels. Maybe because the overview is so broad, and no one is trying to be funny? Is it just this earnestness that I crave? Or maybe it's the storyteller in me.

No, he can't. The Sky Walkers aren't under Balm's authority, and are closer to the N.C.R. anyway. He doesn't want to start a conflict with his son-in-law or their powerful ally.

I always assumed that's more or less who caused the whole earth-666 thing.

Earth-666 was based on a Superman storyline in which a demon hitched a ride on Clark's spaceship and managed to possess Superman.

It wasn't important or powerful. The equivalent of the cannon fodder from Doom. He literally called himself Rakkar the Nothing.

He bargained with the lords of hell of Earth to gain power to corrupt Superman and make him The Beast from Revelation in return for gaining a 7th of the dominion over the Earth.

Fortunately he wasn't subtle enough to escape the notice of the Phantom Stranger.

Agreed, there was something really fascinating about the framework Paul used to describe the gubernatorial powers of the elected offices of the USA.

It occurred to me that thanagarians are sufficiently physically and culturally similar to humans that your media might work as a substitute in the short term."

She presses a few buttons on her computer.

"All of our media is in our languages. Your species doesn't have translator technology."

"It's not widespread, certainly. But I can find a program to put subtitles on everything. A lot of people watch our programs like that, so it won't seem strange."

"Sub titles..? Written translations on the screen?"

"Yes."

"I see." She presses another button. "And I also see that your people do not have widespread hologram projectors."

"That's correct."

"Due to having wings, Thanagarian productions make a great deal of use of vertical movement. It won't be as immediately comprehensible on a two-dimensional display."

"Then I imagine that those productions won't be well-reviewed on Earth. I appreciate you warning me, but… I'm not sure I see why that's a problem for you?"

She pulls her wings in tight against her back. "Professionalism."

"Ah… Okay, consider me warned. I'm not really sure… What the cost of this licence is or what restrictions they'll be anyway, so I can't decide whether the issues you raised affect the perceived value…"

She huffs in mild frustration. "Orange Lantern, this isn't the Department for Culture, Media and Sport. We're not trying to whore Thanagarian culture out for the amusement of aliens. We're here to glorify it to raise the spirit of our people."

"Okay? Yes, that seems… Like something just about any culture would do? Look, most people on Earth don't know anything about Thanagar or thanagarians. Of the three thanagarians who people are likely to have heard of, two are warrior heroes of high renown and the other-"

I turn my head to indicate Bleez.

"-is an attractive popular musician who has a side gig teaching children to use production equipment. Thanagar has a mildly positive reputation on Earth without your department needing to really do anything."

At the edge of my vision, Jade shakes her head. "I think she's more concerned about the possibility of intelligence leaks. Do your films show accurate representations of thanagarian military equipment and tactics?"

"Of course they do."

"Is that really the issue? Just… Limit us to things made before the Equalising Plague. Your doctrine's completely changed since then."

Shana Dan tilts the tips of her wings at Bleez, who tries to look like we're not her fault.

"Heck, you said yourself that we don't really use hologram projectors. You could limit us to the ancient part of your archives, back when you didn't either. If your production rates are anything like ours that will still be enough-."

"Maybe… Just lizarkon media, then?"

"Which would provide you with information relating to a population of potential fifth columnists."

I don't say 'maybe if you treated them better then they wouldn't be one', because while it might be true someone whose job it is to be some sort of media censor isn't going to be able to do anything about it.

"Have you got anything on that database about our capacity for faster than light travel?"

"It says that your species has it. But we don't have any intelligence about the capabilities of your ships."

"That plural is technically accurate."

"What do you mean?"

"I have reason to believe that we have two native-produced faster than light capable ships."

"Ah. Do you usually buy from other species?"

"No. Oh, wait… I think we managed to capture a Sheeda harvest vessel mostly intact, and I don't know if those have faster than light drives. Maybe three, then."

"We're not really an interstellar civilisation, we've just got a small number of crazy geniuses who build stuff for themselves and then don't share with the rest of us. Thaddeus Sivana and Theodore Knight, in this case. Even if we wanted to attack Thanagar or aid its enemies, we couldn't. And we don't, because as I said we've got our own problems and don't have anything against you in the first place."

"Then wouldn't alien media cause you people problems. If they're not familiar with other species."

"No, the next planet in towards our star is also inhabited, and we've picked up more than a few aliens from various places." I extend my right arm towards Bleez.

She nods. "They really have. They had a couple of hundred kryptonians there a few weeks ago, and they're supposed to be extinct!"

I lower my arm, wondering if Bleez actually missed the point-.

She uses the lower part of her left wing to bat me under the table. Ah, she did get it.

"And… I can also provide you with human media, if you think that makes it fairer."

Shana Dan thinks for a moment, and then shakes her wings out.

"Your case is anomalous. I'm going to have to refer it upwards. Remain in the city. Someone will contact you at our convenience."
 
Is this how Thanagar invades Earth in the alternate future? Mad scientists are valuable resources to a civilization that thinks they can be used.

Maybe the mistake was going through the government in the first place. Once you do that, they aren't interested in making money, they're interested in risks.

That can be corrected, especially if OL or another Orange lantern on planet is motivated enough. Heck, they can even add subtitles for body-language aspects.

I'm ambivalent on subs. Yes, they can give immersion when you can hear the original language, or when you're watching in less-than-ideal conditions, but you end up having to pay more attention than simply listening to a dubbed show.

"I see." She presses another button. "And I also see that your people do not have widespread hologram projectors."

"That's correct."
Well, a little adjustment to entertainment production and some distribution of mass-produced tri-dee should fix that.

"Due to having wings, Thanagarian productions make a great deal of use of vertical movement. It won't be as immediately comprehensible on a two-dimensional display."

"Then I imagine that those productions won't be well-reviewed on Earth. I appreciate you warning me, but… I'm not sure I see why that's a problem for you?"
Their theatrical productions must be spectacular.

She pulls her wings in tight against her back. "Professionalism."

"Ah… Okay, consider me warned. I'm not really sure… What the cost of this licence is or what restrictions they'll be anyway, so I can't decide whether the issues you raised affect the perceived value…"
Or you could go further back in time? Even the thanagarian equivalent of old technicolour flicks from the forties would be fun.

"Oh. Um, why is that? It seems like it would be a valuable product."

She huffs in mild frustration. "Orange Lantern, this isn't the Department for Culture, Media and Sport. We're not trying to whore Thanagarian culture out for the amusement of aliens. We're here to glorify it to raise the spirit of our people."
Huh. I had assumed they'd have some manner of centralised media system, but I didn't expect it to work this way. Although thanagarian sport? Sounds like a good angle to pick up. I imagine their ball games involve lots of aerial manoeuvring and combat too.

"Okay? Yes, that seems… Like something just about any culture would do? Look, most people on Earth don't know anything about Thanagar or thanagarians. Of the three thanagarians who people are likely to have heard of, two are warrior heroes of high renown and the other-"
...Is a hot pop-star. People like that. People understand that.

I turn my head to indicate Bleez.

"-is an attractive popular musician who has a side gig teaching children to use production equipment. Thanagar has a mildly positive reputation on Earth without your department needing to really do anything."
It does help that all the Thanagarians Earth has seen lean towards marvellously attractive, yes. Even the wings give them a charm rather than an uncanny valley-ish repulsion.

At the edge of my vision, Jade shakes her head. "I think she's more concerned about the possibility of intelligence leaks. Do your films show accurate representations of thanagarian military equipment and tactics?"

"Of course they do."
Ah, of course. Thank you Jade for providing the cynical angle on the matter.

"Is that really the issue? Just… Limit us to things made before the Equalising Plague. Your doctrine's completely changed since then."

Shana Dan tilts the tips of her wings at Bleez, who tries to look like we're not her fault.
Doesn't take much to read that as a 'Is this guy for real?' look of disbelief.

"Heck, you said yourself that we don't really use hologram projectors. You could limit us to the ancient part of your archives, back when you didn't either. If your production rates are anything like ours that will still be enough-."

"To give you potentially vital information about how we think and behave."
Because appearances aside, they do have different values and moral aspects to humans.

"Maybe… Just lizarkon media, then?"

"Which would provide you with information relating to a population of potential fifth columnists."
...If you're just going to deny any options, then say so? This is kind of a waste of time.

I don't say 'maybe if you treated them better then they wouldn't be one', because while it might be true someone whose job it is to be some sort of media censor isn't going to be able to do anything about it.

"Have you got anything on that database about our capacity for faster than light travel?"
Ah, that's what she's been checking, eh? Querying the 'diplomatic' corps' intelligence database about Earth and its denizens...

"It says that your species has it. But we don't have any intelligence about the capabilities of your ships."

"That plural is technically accurate."
At least for now. Give them a century or so and they'll probably have shit faster than anyone else in the universe.

"What do you mean?"

"I have reason to believe that we have two native-produced faster than light capable ships."
The Starman vessel is one. I would assume Lex or Sivana would be another candidate. And of course there's Zeta-Beam tech, but that isn't ship-related.

"Ah. Do you usually buy from other species?"

"No. Oh, wait… I think we managed to capture a Sheeda harvest vessel mostly intact, and I don't know if those have faster than light drives. Maybe three, then."

"I'm-." She frowns, wings still pulled in tight. "I'm not.. sure-."
Given the state of the Sheeda's era, they probably never expected to need FTL. And her reaction to hearing about Earth Bullshit™ is amazingly natural.

"We're not really an interstellar civilisation, we've just got a small number of crazy geniuses who build stuff for themselves and then don't share with the rest of us. Thaddeus Sivana and Theodore Knight, in this case. Even if we wanted to attack Thanagar or aid its enemies, we couldn't. And we don't, because as I said we've got our own problems and don't have anything against you in the first place."
And even if they wanted to mass-produce, the tech might be limited by access to required materials. I mean, if Lexcorp developed a kryptonite-powered warp-drive, they'd only have as much as was on Earth to make use of it.

"Then wouldn't alien media cause you people problems. If they're not familiar with other species."

"No, the next planet out from our star is also inhabited, and we've picked up more than a few aliens from various places." I extend my right arm towards Bleez.
So, so many aliens... Sometimes to ridiculous quantities up until Crisises pare back the canon...

She nods. "They really have. They had a couple of hundred kryptonians there a few weeks ago, and they're supposed to be extinct!"

I lower my arm, wondering if Bleez actually missed the point-.
I suspect she's relying on refuge in audacity. Kryptonians? Pfah! As if! 😅

She uses the lower part of her left wing to bat me under the table. Ah, she did get it.

"And… I can also provide you with human media, if you think that makes it fairer."
After all, even if the Internet servers a lot of stuff is stored on aren't actively available, probably because the companies owning them aren't operating, they can still be plundered by Power RIngs.

Shana Dan thinks for a moment, and then shakes her wings out.

"Your case is anomalous. I'm going to have to refer it upwards. Remain in the city. Someone will contact you at our convenience."
In other words 'I'm not risking my ass on this shit. My boss can do it.'

I get the feeling this is going to be a repeated occurrence in their next few meetings. Thanagarian suspicions against OL's altruistic goals. Even with the offer of human media, they're still going to be leery of giving away anything they think might be 'useful' to a potential threat. I'd love to see their reaction to our crazier fiction, though, especially science fiction and superheroes.
 
He can just pirate their content. What are they going to do? But can't Earth just use Mars content instead? They do seem to be psychologically similar enough to love Earth content.
