I'm not sure if he really cares about it beyond just paying off a debt to the architect.

That Delenn approved his travel to Minbar heavily suggests he didn't.

Unlike Mayan, Delenn would understand all the political problems that her giving permission for a Human to alter a landmark on Minbari would cause.

Worst case scenario? It could cause the Earth-Minbari war to start back up.
