On the plus side, once Palpatine and his pet are dead Myto will be one of the only sectors left with a useful fleet and they'll also have no real reason to obey Mola's superiors. That will be hilarious once the New Republic show up trying to overthrow the Empire remnants in Myto only to discover that it's always been just a thin veneer of obedience and Mola's built a system that works better than anything the New Republic or the Empire had come up with.

was this a succesfull Operation: Ringbreaker or was it the Kuat Freight Port Heist? I know that later on because of Kuat of Kuat not wanting KDY to fall into either the Rebels or the Empire and be nationalized rigged the shipyards with Baradium and tried to blow it up, but got stopped by Boba Fett thus KDY and the planet fell into Rebel hands for a time at least giving them quite a lot of ships like Star Destroyers and whatnot, but that event isn't going to happen in at least 1 year as i suspect this was the Heist seeing as Hoth just happened.

Edit: Okay wrote this before i had read all the other comments and i see that @Freefaller has confirmed that it was a successful Operation: Ringbreaker... man it seems that things are moving more and more towards the Myto-sector becoming a key sector in the Pentastar Alignment under Grand Moff Ardus Kaine with Moff Las Mola basically becoming his second in command of it post Endor. I do now wonder if the Grand Moff is going to invest resources into the Myto sector shipyards to expand them for Imperial I-class and II-class Star Destroyer production, unless the Myto Imperial R&D is able to come out with their own Star Destroyer design and that it get's Kaine's approval for wide adoption into Oversector Outer deployment.

I wonder what was the price for that maneuver. Frankly, I highly doubt they got off with something more than a pyrrhic victory with heroically achieved success through martyrdom akin to what we saw in Rogue One movie, unless there is something you are keeping from us through Las' PoV.

The details of Ringbreaker aren't something I'll be expanding too much on past the basics, and those basics will be covered in the next chapter, whenever i find the time to write it.
 
Really, in Star Wars and most media, being competent and doing your job right is almost like a superpower.
From what I've seen . It's likee a superpower in any universe to have a notably competent person in a management position over someone not up to the task but has either connections, charisma, both, or just a sith like snake to get The job and ends up lacking the ability or willingness to do the job as required and advertised.
more than one manager didn't have the skills but had a Piece of paper and nepotism to get the job and then makes it everyone's problem because nobody can get rid of them.

The value of the bond would depend on how badly the Credit inflates and how much chaos there is in the galaxy compared to the Myto sector. The MBs main draw for investors (not patriots) would be the reliability of return in a tumultuous galaxy where even economic giants like Kuat are not safe. The overall value of the return may decrease, but the reliability of the bond itself may keep the value of the issued bond afloat as the secondary bond market continues to perceive it as valuable. Also if the bond is losing value because the Imperial Credit is losing value, then chances are most other bonds or securities are losing value as well.

The Imperial Credit inflating would decrease the purchasing power of the income a bond would bring. However the more chaos and political instability there is in the galaxy, the higher the value of a Mytoan-Bond would rise due to the MB being a safe storage of value due to the stability of the Myto Sector. Less of a chance than other state debts of a subsector or sector being overthrown and the new government deciding not to pay the debts used to oppress them through some law or court decision declaring the debt odious.

If Las later converts the MB into paying some other form of currency or valuable commodity, then the value would likely skyrocket as the MB would no longer be tied to the Imperial Credit. However that would only be possible if Las could survive the political consequences of doing so.

Would it be possible to make buying surplus military equipment and ships in the future discounted by or require some of those bonds? Outside of the imperial government.Essentially tying more value to the bonds. of course it would be more like a year or more down the road since the bonds are meant to kick the financial pay out down the road like a government taking out a credit card with bond holders being the creditor.
Probably wait to use something like this when the imperial credit is losing it's value and destroying the value if the bonds.
 
Isn't there a mission in the Zann Consortium campaign of Empire At War where Tyber attacks Kuat not long before Endor ? Maybe it was him, rather than the Rebellion.
That was a Post Endor battle and Zanns whole plan there was to use the Rebel attack as cover to get to the SSD, said mission is also a utter hellstorm if you got eyes on the full map, so, SO many ships, starfighters etc and seemingly endlessly more flooding in to the point even with how overpowered the Consortium is you can get your butt handed to you if your not careful or have a massive doomstack of reinforcements of your own to bring in.

The IGCPP Low Visibility Operative Kit is an infantry kit designed for internal use among IGCPP mercenaries. An extremely light choice for armor, this set of equipment and weaponry is more designed to blend into a background and enable travel in a multitude of environments, whether hostile in terrain or local temperament, at minimum cost. Primarily utilized in contracts where waltzing in wearing full heavy armor is discouraged or at least non-optimal.

Design
"No one suspicious out here boss, just some miners at a table by the food cart over there." - Criminal lookout failing to notice the squad of IGCPP mercenaries doing a stakeout of their spice den.

The LVO Kit was designed with a focus on having as small a presence as possible. This was done not through cloaking or holo technology, but by keeping the loadout as civilian or similar looking to civilian as possible. The designers imagined dozens of operatives wearing LVO Kit being deployed to a city district with none of their enemies being the wiser.

Choices for the outward appearance of the LVO Kit were made to be as unassuming as possible. A cheap set of slightly uncomfortable plastene clothing made up the essential layer while giving the appearance of a budget conscious civilian. Over the shirt was a Tracker utility vest modified to look like a generic work jacket gave some convenient storage space and a minimal level of protection. An All-Temperature Cloak was the outermost layer. It assisted with traveling in a wide variety of environments and could easily be mistaken for a cheaper poncho or cloak, especially with some grime rubbed into it and some intentional fraying at the edges. For head protection a fairly well padded hat was picked due to harder material or fabric being deemed too noticeable. A C2W blaster pistol in an easily visible holster for public facing self protection completed the look of an unassuming civilian in the Outer Rim.

With the outward appearance established, the rest of the kit is focused on ensuring the wearer can reach their objective while maintaining their civilian cover should they wish. What looked to be work boots and gloves were actually lined with FrictionGrip, assisting the wearer in traversing smooth surfaces and other climbing or hiking endeavors. Tucked away in a pocket is a cheap breath mask in case contracts ever take them into environments with less than pristine air quality. A Model 6 modular backpack is included for any items too large to be kept in a utility vest pouch. Nestled next to the backpack is a B0-X3 Foldable Blaster Rifle concealed as a carrying case. For when the wearer's cover is blown or when the wearer decides it is time to go loud.

"Look I don't care how compact the Boxy Blaster is, nothing is going to replace my Betsy!" - Response to a sales clerk failing to convince a mercenary to buy the Full LVO Kit instead of the No Weapons Option.

When the LVO Kit hit the market it made disappointing sales. Potential purchasers say a highly specialized collection of products that would cost less if they assembled it themselves. That over two thirds of the price came with the weaponry made the rest of the kit appear cheap and lacking. The LVO Kit was seen as a budget starter's option with "Real Mercenaries" quickly option for something better. Enough purchases were made to meet expenses, but not enough to turn a high profit.

The main change that occurred was when the IGCPP began to offer a No Weapons Option for the kit. Suddenly the LVO Kit became a reliable outfit for out of combat duties. Something to wear off duty while still retaining some combat capability. A budget option for beginners became a set of kit that covered the basics. It wasn't enough to make it more than light wear for mercenaries, however that bottom market was a lot wider than higher quality and more expensive kits. For those who wanted a bit more protection and had the Credits, there was always the option of swapping out the vest and hat for something heavier for when one did all the reconnaissance they needed or knew the blaster bolts were going to fly soon.

Outside of combat use, the LVO Kit found a niche in the civilian market. The LVO Kit was a popular choice for dedicated hikers or those sentients whose professions involved rough terrain and verticality. Certain patterns and color schemes were kept to mercenary use only either through regulations or cultural pressure. Not many civilians were comfortable being mistaken for a mercenary or willing to potentially find themselves facing down an offended one. This use by civilians only served to muddy the waters for mercenaries looking to hide even further.

Conclusion
"What!? Plainco Thesman!? Where did you come from!?" - Petty criminal getting accosted for information by Plainclo Thesman wearing LVO Kit with the cloak in garish and ineffectual pink in the latest installment of the Plainclo Thesman Holodrama action series.

The LVO Kit isn't what most would consider as fit for a frontline. It doesn't come with grenades or have armor able to withstand a repeating blaster. However what makes someone in LVO Kit dangerous isn't their firepower or their durability. What makes them dangerous is the fact they can reveal themselves from any group of civilians, or even worse, decide not to. If one is looking for a good kit for a march through some rough land to a job or just want to wander through a town without everyone pointing out the mercenary amongst them, the LVO Kit is a good choice.

Given it has been a few years and the IGCPP has a bit more power and leeway, figured it was time for the IGCPP to begin producing full on infantry kits. The LVO kit fits the bordering civilian and military nature of the IGCPP's mercenaries. Lines blurred already, so why not make a kit to fit in that blur.

The fact that LVO Kits make for effective gear for Rebels/paramiltary/raiders is a coincidence that I am sure will have no consequences. Obviously the rules of war on regards to clearly identifying combatants will be followed in spirit by every wearer of this kit. Who am I kidding that rule doesn't exist in the Star Wars galaxy and even if it did, no one follows it. Every military faction, a vast majority of protagonists, and most movies, shows, and games in Star Wars has a time where armed combatants wear the uniform of an enemy or civilian. "Aren't you a little short for a Stormtrooper?" Am I right?

POV: Snivott Gam, Gamorrean Pawnbroker, Uncle Vio's Pawnbrokerage, Edin system, Highreach, Edinspire

Snivott leaned back on his repulsorchair and let out a great yawn. Chasing the morning tiredness out of his gut that followed his second breakfast at work. Back when he was in Momma's care he couldn't see himself getting up for work this early. However being a pawnbroker required waking up early for the clients needing to do their pledging before the day started.

Case in point, one of his regulars just showed up at his side entrance. Snivott pushed his repulsorchair back and it floated straight backwards while the droid led his client to the more private appraisal booth. Being able to do their business without the chance of gawkers seeing them made customers a bit more comfortable with pawning. Something about public perception despite many folk in this district engaging in the practice. He managed to float through the staff door and spin himself around to face the table just before the customer door opened. A shield already powered on and glowing between them, just in case.

"Trill my girl! Here to do the regular swap for the weekend?"

"You know it Snivott! Got to pick up my dress for the sermon at my temple. Here's my tools and 3 Credits for the interest."

Snivott already had the droid heading to fetch the dress like they did at the end of every work week. The Tinnell subcontracting repairwoman had taken to using the pawnbrokerage as a secure storage rather than a place for loans. She'd gotten a dress for the same 80 Credit value as her work tools and pledged one to pay for the principal of the loan on the other at the end and start of the work week respectively. Both were always pledged clean and in good condition and the interest was only a few Credits in interest per exchange. Guess Trill just didn't want to leave her valuables unsupervised in that flophouse she stayed in. Still the arrangement was making Snivott over 300 Credits a year for a single box space in the pledge storage, so he wasn't complaining.

"Right, there's your dress Trill. Say hi to the priest for me and let him know my door is always open for the temple's silverware if donations start drying up."

Trill shot him a playful glare at his poor taste in humor before heading out of the door and leaving him to float back to his office. Snivott was being half-serious about the offer. The fact both the IGCPP and the Banking Clans were pushing and promoting pawn shops was telling. Sure the Outer Rim was a bit of desert when it came to legitimate and certified micro-finance, but it was a heavy effort even for that. Subsidies and friendly loans abound like they wanted pawn shops in every world, city, and district.

Uncle Vio mentioned the specifics while he tutored Snivott for his appraiser exams. Something about loans based on the intrinsic value of a physical asset rather than a sentient's credit rating or economic condition being more resistant for the predicted currency inflation in the near future compared to other forms of lending. After that Uncle Vio started ranting about excessive quotas and economic mismanagement by the Empire. How the Moff canceling his beloved infrastructure projects was a harbinger of hard times, but that sounded like politics, so Snivott tuned it out. He would rather to avoid getting involved in political messiness above his station. If he wanted to do that, he would have become a mercenary like his Momma wanted him to. Bloodshed was politics without the niceties after all.

"Anything to get away from Momma's messy business, ugh."

Snivott glanced down at the Miss Gam brand meat hunk he was having for brunch and pondered at the impossibility of doing that on Highreach. He didn't hate his Momma. He loved his Momma, he loved his Clan, and he loved the world he grew up on. It was just his stomach started getting twisted at the blood splatter involved with all three. His childhood memories were filled with Momma coming home covered in blood and offal. Whether because she was a successful butcher, or because she was successful on Highreach during the Dark Years. He would rather spend time dealing in a more civilized trade than burying an ax in someone.

After all he now had people for that, or at least his Uncle Vio did. Snivott spared a glance towards Randrox, the pawnbrokerage's IGCPP guard. The Saurton wasn't much of a conversationalist. Snivott was squeamish of tales of the fights she would "stumble into" off hours, and she was equally bored of his tales of commerce (identities excluded of course). It was obvious she was just doing this as a day job. However that was more trustworthy with the leviathan of the IGCPP looming over Highreach. Now if she took a bribe to betray him, he had someone to report to and expect something to actually get done. So comfortable apathy it was.

"Right looks like we got another client. This one even looks new."

The Svivreni that came through the appraisal booth door was one that had the passing familiarity of a local, but lacked the recognition of a repeat client. He glared at every wall and piece of furniture like it insulted his family. The way he glanced at the floor suggested he expected it to be covered in grime and filth. Finally he took a seat and bluntly stated his intentions in a clipped tone as he gently placed his potential pledge into the pledge drop.

"Name's Kitalik. Drive a food truck. Got eyes on a slightly used onboard amenities unit at the Skull Market. Here to see if pawning grandpa's antique box can pay fer it."

There was an inkling of a memory of a truck speeder roaming the district. What was the name again? Lik's Licking Good Eats! That's what it was. Snivott preferred stationary eateries where he could sit down when he ate out, but the mobility provided a flexibility he can't deny. Snivott stopped feeling pleased at his good memory and took the box out of the pledge drop on his side of the shield to start the appraisal.

Giving a pet to his little Morttacus for good luck, he put on his gloves and began the appraisal. The box was well cared for despite the client's gruff demeanor. Only a few scratches that often came with well travelled heirlooms. Apocia based on the shade of white of the wood. That will raise the value. No additions since it was first made. Family likely valued tradition over novelty. That level of sentimentality will increase the chance of repayment.

"I would put this antique at 400 Credits. If you pledge it I can loan you 320 Credits. Interest rates vary if you go for a weekly, seasonal, or annual repayment plan."

Kitalik gave the smoldering grumble clients always gave when they expect their pledges to be worth more. Everyone expects the sentiment they pour into their treasures to enhance their value. Forgetting that sentimentality matters little to how the open market assigns value to things. Publicity and maybe history, but not sentimentality. The paradox of the more a person loves and uses an item, the less it tends to be worth to other people.

"Frak. Less than I like. Should cover most of unit. Go with the annual plan. Pay it back if it costs my life."

Kitalik stayed only long enough to fill out the pledge flimsiwork and sped off with the haste of a man stuck in traffic with urgent business. At least he did not call Snovitt a parasite. Like being compared to Morttacus was some kind of insult. He had enough moralizers waltzing into his establishment to accuse him of impoverishing his clients. As if his clients having less means than the average bank goer that meant they couldn't be trusted to handle their own finances. Luckily he had Randrox on hand if any of them went from moralizer to moral vandal.

"Right, almost closing time. Let's see this last one and head home for my first dinner."

Finishing his pre-dinner Muja Fruit pastry lifted Snivott's mood enough to engage with his final client. A mood which was swiftly dampened upon seeing his friend Greasen's face. The Volapi and him had gotten up to all sorts of trouble back when they were kids. Now parenthood and seasonal landscaping work had hardened the four limbed trouble maker into a responsible adult. Said adult had a look from folks he had seen pondering selling their organs to make ends meet.

"Greasen what happened? You look like when Momma found us after we pelted Ms. Whitamayj's window with offal."

"It's the Credits Snivott. They just aren't going as far as they used to. Between the mortgage, the bills, and keeping food on the table for the kid, offseason gigs and assistance programs just aren't enough. The Guild has more work, but I don't want to leave Slipil alone more often than I already do. Already do enough of that during onseason. Just need a loan to last me until landscaping season starts up again.

Don't try to offer charity or favorable terms. I ain't going to beg and don't need no helping hand. Just do your job. I dug this hole and I am going to climb out of it with my own four hands. Can't pawn my tools, but I got my winter coat and the old quilt. Days and nights are getting warmer and I will be able to deal with it. What can I get for them?"

Snivott's attempt to argue with his friend died in his throat. Part of becoming respectable had made Greasen's pride a kilometer wide. Adulthood had transformed him from a brat who pickpocketed to buy some treats and roughed up anyone to teased Snivvot for being "a yellow bellied Snivvian", into someone with a "proper job" and willing to die rather than appear to be sliding back into his old ways. It made him harder to get along with, especially with his dim view of Snivott's choice of profession. Still showed up to the chosen cantina for birthdays or other occasions and chuckled when in-jokes came up.

It was obvious to Snivott how strained that pride was under this pressure. The pawnbroker in him assumed his role, kept his mouth shut, and began the appraisal. The coat was worn and left behind by Greasen's dad after he went out for a drink and never came back. The condition was usable, but time, wear, and one stabbing lowered the value further. Next was the quilt. Every stitch, patch, and that stain that never came out from when he slept over at Greasen's old apartment was noted and quantified.

"For a quilt and coat under these conditions I put at 50 Credits together. I can offer 40 Credits for the loan. I assume you want the seasonal rate?"

Greason nodded and took his Credits without another word. With the assistance and the offseason work it would go farther than alone. Bills and meals should be paid for the month until landscaping season. Further rationing will be needed to last until the first paycheck. It still didn't feel like enough. For either of them.

"See you at Forbleus' birthday? We are meeting at Vio's Spacer's Lounge to celebrate him surviving his first year as an asteroid miner."

He was met with a glance that wanted to say more, but conveyed agreement nonetheless. As soon as Greasen was out the door, Snivott was formulating plans. How many of them could carpool in Greasen's speeder without appearing too suspicious? Could he get Vio to increase the portions the droid dispensed for the Weekly Meal? How could they coordinate their excuses to all "forget" their leftovers in Greasen's speeder?

Snivott locked the doors and activated the turrets for the pawnbrokerage more energetic than most nights. As Ricky pulled Snivott back to his apartment on his rickshaw, his head was empty of the usual thoughts of his first meal of the evening. Instead it was filled with a desire to ask his Uncle Vio about political messiness above his station.

A look into how the IGCPP and the Banking Clan in the Myto Sector are preparing for the inevitable crisis using the economic tools they have at their disposal. The public may have been reassured by Las' speech in response to the quotas, but the people with their finger on the economy's pulse are likely diagnosing an incoming recession very soon. Many likely think it is time to start taking actions in the name of political as well as economic stability to avoid large swaths of Myto's citizens from winding up destitute and easily radicalized.

Pawn shops are a relatively inflationary resilient form of lending to promote. Most poorer Outer Rim folk might not have good credit history or any credit history at all, but they do have some physical assets that hold intrinsic value. They can pledge those assets and receive a relatively similar value (if not amount due to inflation) of Credits during the recession. Pawn shops are likely to be a stopgap, not a solution to the Myto's economic woes. At least it will stop the fall for some and slow the descent for others. The pawn shop expansion will buy time and time is very valuable during a crisis. After all, how long can one galaxy wide recession last?

As an aside, here is a little primer to how a pawn shop works for those who don't know or only have the show Pawn Stars for a reference. Pawn shops are primarily meant to be financial institutions rather than a place for the commercial exchange of goods. They are designed to earn money through the lending and then receiving repayment for loans often too small or needed too quickly for most other lenders. Most pawning is typically done in private booths or offices to avoid cultural stigma that is common in a lot of countries around having to get a loan from a pawn shop. So typically no tv shows, no waving your pledge around in public, and no breaking a borrower's trust by the pawnbroker talking about the pawning or the borrower visiting them.

(Fun fact: "Uncle" was often used as slang for pawnbrokers in the British Isles in the 1800s. So when someone said they were going to see their uncle for money, they often really meant they were going to their local pawnbroker for a loan and didn't want to publicize the fact.)

Pawning your valuables is very different from selling your valuables. Pawning is when a borrower pledges a physical item as collateral and hands it over to a pawnbroker. The pawnbroker then hands over a pledge ticket with a description of the item, a time window, and the amount of money needed to pay in order to reclaim it. A loan is usually a percentage of the appraised value of the pledged physical item in addition to an amount of interest added to pay for security, administrative costs, and as profit for the lender. For example, Snivott lends at 80% the amount of the pledged item's value. Trill has a 4.7% interest rate (3 Credits) for her biweekly 64 Credit loans pledging her 80 Credit valued dress and tools.

If the time window on the pledge ticket passes, then the pawnbroker assumes ownership of the physical item pledged as collateral and can sell it to recoup the lended money. Until that time passes, the borrower typically retains ownership of the physical item, the pawn shop is just holding it as collateral for the loan. Most non-predatory pawn shops would prefer the loans they lend to be repaid as it is a more predictable and easier to plan around return on their investment.

Going to the "sell the collateral" phase risks earning less than just having the loan repaid due to additional administrative costs, changes in the economy lowering the value of the physical item, and potential lack of interest from potential buyers in the pledged item. Just owning the physical item put up for collateral and having it sit on their shelves waiting for a buyer does not earn the pawn shop any money. The more sentimental value a pledger holds for an item, the better it is as a pledge for the pawn shop. Not because pawnbrokers are sadistic, but because that sentimentality means the borrower will be more motivated to repay the loan. A vast, vast majority of the time grandma's antique lamp is valuable to pawnbrokers because you will want to repay the loan to get it back, not because it some insanely valuable treasure they are trying to scam out of you for cheap.

Also accepting pledges of stolen items is incredibly risky for most pawn shops. If they are caught with stolen goods, most governments have strict laws around that which punish the pawn shops with fines, legal action, or even revoking their license to do further business. Accepting large amounts of stolen goods or laundering illegally acquired money could see a pawnbroker charged as a fence and sent to prison. It does not stop criminals from setting up their own pawn shops, but it does motivate pawn shops to try to not accept stolen items as pledges from criminals.

Huh. I always thought they were places to sell things you don't need or want anymore. Guess my childhood was well off. Learn something new every now and then.
Yeah I was mainly surprised how small the typical loans were and how "everyday" the items that were being pledged on the low end shops. Of course most of my research was in historical European pawn shops rather than modern ones, but the basic business premise seems to have remained unchanged.

Pawning does mean borrowers can more easily reclaim their valuables once the money starts flowing again than if they just sold the stuff. Great for sentimental items like heirlooms they might be attached to. I can see why the practice survived for so many centuries.
