It's a multi-paragraph speech of sextuple and greater negative if which we gloriously meander around the subject, cover our ass, and essentially declare intent to corrupt Sasuke, turn him into a thief, and then help him become police chief so that we can not not only act with relative impunity within Konoha, but have him expunge our criminal record as a minor so that we can boast that we have a perfect record.
What? It totally counts! See, no record of any purported crimes which clearly do not exist. If you can't steal well enough to avoid being record, steal the evidence and record of your crimes.
