The largest mercenary companies were allowed a single frigate-sized vessel. Some pirate bands had multiple. It just wasn't sustainable, and I wasn't going to let mercs run around in cruisers.
Why only a single frigate?

People were so used to a state of corruption and inefficiency that the idea of a system that worked, that did was it was meant to honestly, was a myth. A legend. The bribes you paid to get a work registration weren't bribes anymore, it was just the cost of paperwork.
When crime becomes normalized, laws become about appearance rather than legality. Is it any wonder so many of the other sectors are turning to piracy?
Still, it wasn't for nothing. Moff Delninian had apparently started a plethora of reforms, with Governors and more who protested being shown the full effect of the Braxant sector's oversized patrol forces. He was essentially brute forcing the slower destruction of corruption that had been taking place in the Myto sector.

Other than that, I had been looking deep into subsidies. The recent economic boom had been shoving more and more people into industrial jobs on frontier planets, meaning faster growth. With the right amount in subsidies, given to systems that have proven a lack of corruption, said subsidies could bring great boosts in the infrastructure needed to support more industries.

Some planets even had the right industries needed to one day host shipyards of varying sizes, though that would be for the farther future once more industry had been built up and their economies could handle the strain.
Decentralize Las. Make it so your enemies can't just one shot the sector by taking one system. Rebel fleets hate when they can't finish a campaign by taking out one big target. Also boosted ship production and all that.

Well if Las ever stops being part of the Imperial government, at least he can still be Doctor Las Mola. Will that mean Las' full title will be Doctor Moff Mola?
 
The Jir Coru PoV made me do a massive leap of logic that mom is going to go her way up to become the leader of the Braxant Sector Guild and launch a rivalry but I doubt that'll be what happen.... unless?

I love the story but ima be honest: Im really rooting for Jir (go mom!) and MacGuffin :)

Jir being such a rabid meritocrat that she doesn't even register the usual Imperial hangups is a very entertaining perspective to see.

Edit: she doesn't once note the appearance or species of the mercenaries, she probably never even noticed if it wasn't relevant to their potential effectiveness.

If a band or company gets too much firepower, they might think themselves all set to go raiding, and Las doesn't want to deal with potentially rogue mercs running around the sector with capital class ships. So frigates only, for now. Maybe in the future larger ships will be allowed once the sector navy and patrol groups are far stronger.

How many Frigates or ships can a Company own?

Consider the following:
IF a guild mercenary group goes pirate, an automatic bounty is issued. Who ever takes them out gets the privileges previously allotted to the now rogue and dead mercenary group.

So if a merc group that is allowed to have a frigate takes out a rogue merc group that had a frigate, that merc group may now have two frigates until the time at which the defunct merc groups license is set to expire.
And they cant renew the defunct groups license, But they can complete certain guild issued contracts to extend that license.
 
It'd be amusing for a branch of the Guild to be styled similar to the Continental from the John Wick series.

There's a difference between stock options (buying and selling stock at a set rate from the company as an employee benifit) and buying normally, which anyone with a positive bank balance and internet can do. Me and most of my coworkers own stock and were all bottom bitch blue collar workers. Not even top quartile earners.

The Guild is the government's apparatus to interact with and steer the flows of commerce and organize then deploy mercs in the direction calling with favorable pay. It is through this, traders and companies get a close ear to the market trends and needs of the government. While mercs are constantly in rotation, instead of the slower haphazard bounty hunter guild system.

It sounds innocent enough, come over and argue the merits of his thesis on running a proper economy with the use of the Guild. BUT, we have to remember that he had written many other points on why it is better and how it is more profitable, than a slave worker industry.

Slavery, approved by the very government he works for. That outlines that straight slavery is bad but is fine for criminals, and beings registered as "non-sentients". Species such as the Wookies, Mon Calamari and Geonosians

Notably any species that were CIS, or Republican diehards/Jedi allies.

And he's being invited over, and possibly called over for a distant guest seat at Palpy's dinner table

This is all a pretty good point, though I doubt Palpatine would care overmuch. He doesn't have slavery because he considers it an economic blessing or a divine right over lesser species, he tacitly endorses it because it's USEFUL to him for labor intensive major industries like mining that keep his projects like the Death Star going. I think if Las proposed an alternative that was economically and industrially viable he migbt show some interest, but that won't be brought to his attention until AFTER this meeting.

It's more on the point that, while in the grand scheme, Las is miniscule in Palpy's designs. It's that in his plans to sign off many races to become labor slaves, and his promotion of human supremacy, backed by the blaster barrel held by the Tarkin doctrine.

It's Las' success amidst the corruption and misery brought on by the mindset given tacit approval by the government. Is also having knock-on effects in the surrounding systems of his own. Effects that are being nurtured and protected by Hiral and Kaine, for their benefit yes, but is continuing to spread, in the form of a neighbor moff establishing his own guild.

Kaine is already in the eye of Palpy, which means anything or anyone making him successful or supporting him, is already under scrutiny. The old prune may have Las on a sticky note, but as soon as his intelligence group knows he's coming, they'll pass it on to his ears. Wouldn't even be surprised if the speeder or shuttle Las is on gets redirected and the meeting postponed, so Palpy can have a chat
