A modernization effort concerning the AT-TE could also be seen as a money sink, which is exactly what he is looking for. Many Imperials would probably look down on it thanks to it being a Republic era tank and there also being a successor in the AT-AT, which in my opinion is a construct of the Tarkin doctrine and in many ways inferior. Depending on the SI level of knowledge he could further rationalize the decision with him being unaware of the capabilities of the AT-TE and thus think the AT-AT is a strictly better version even though that is not the case.
The faults are in its name its a experimental walker, each model is incredibly different one probably has a shield another doesn't, each one has a different load out, specs, etc. and if you've ever worked with anything experimental for every one good change there's 2-3 bad ones. Still think its a bad idea to keep a full Lucrehulk, as I stated people throughout the galaxy have bad experiences with them and droids, if droid hatred could reach as far as Tatooine, than hatred for the Lucrehulk probably reaches just as far, and given the fact that they are never used majorly anymore by traders, and instead by pirates and slavers, its just not a good look. I'm not saying not to use it, but I mentioned a while ago about using the mined out asteroids to create a Stormtrooper Academy with variable environments in each asteroid, the pieces of the Lucrehulk could be used as connections between each of these. Also, the fact that we're taking it after defeating the pirates makes it even worse, as you stated the Admiral is looking to advance his career and when we deal with the pirates we''ll steal that chance, and he's going to be vindictive, and he could use the Lucrehulk as a excuse to look into our system.

cool, you just made a rebels wet dream, AT-TE's were known to have mine and explosive problems, and you just made it a powder keg that the rebels can easily target. Also remember the Empire is technically in a time of peace, everything produced right now is meant for fighting pirates and smugglers. Honestly, the AT-AT isn't even that bad, all that needs to be done is a few minor modifications and if becomes a even greater terror to the Empires enemies.
At that point it isn't even the same tank, and making it lower to the ground is stupid you lose any advantages a mobile artillery has, there were already artillery walkers in the Clone Wars, and there are still ones in the Empire, this idea is redundant, you'd be better off scraping them or selling them off.

Yes, Experimental since it was seeing continuous updates, and ive checked over what i can find on the AT-XT and it says it was a highly effective vehicle, but wasnt accepted for mass production due to cost and the designers improving it. And not to be argumentitive but until i see actual sources on the AT-XT fault then ill maintain my opinion that they would be better than at-sts, if you can provide sources then ill amend my position. It also mentions it was retained in service by the Empire.
Fair point. It did sound like the smallest armor was intended to be worn as body armor, though, rather than piloted like a mech.

AS I stated not all upgrades are good, and while individual models were probably highly effective, the vast majority would be utter garbage, designers make and test 100's of different things before choosing the best one to continue developing. However we and the people in Star Wars would never see them as they'd be relegated to scraping and researching what went wrong, and yes they were retained, and as they stated "mostly for research and development purposes.", tell me how did all those advanced weapons, armor, and systems programs work for the US, Europe, and the rest of the world? There's a reason simpler weapons are used compared to their "better" and more "advanced" competitors. The AT-XT probably has a bunch of great units but they in turn would probably have hundreds of duds, like any R&D project.
