So, yeah, this may very well not be something that helps Steam (and, well, really others as well) assuming it even works the way it's being hyped up. An update on the Steam stuff with the payment parasites:
Steam now is blocking money transfers using the payment parasites from countries whose laws they have been using as a shield so they can victim blame Steam for the market control they're doing. It apparently pops up with recommending the prepaid cards to do it instead when you try. Haven't confirmed this myself with my VPN. Reminder one of Steam's founding beliefs was that the best way to defeat Piracy was by treating them as competition not as an infestation. Make a better service and even the Pirates will start recommending you.
