The Outer Parties would keep things going but since they're not told the real aim of the system they wouldn't be able to maintain it in the face of an external variable other than by some sort of Stand Alone complex. Then, if he had any ring power remaining, go to the warzone where the people aren't as brainwashed as everyone else and lead a revolt.

The late game threat would be from the superweapon programs that the Inner Party were no longer around to self-sabotage.
