TIEs don't really need them, to be honest. They have plenty of design flaws, but they are designed to be based from some of the biggest, angriest capital ships to ever be designed in the galaxy far, far away. They're backed by the full force of the Empire's military industrial complex at this point in time, there are countless carriers available to ensure TIEs can get anywhere they need to go in great numbers. Minda specifically might need hyperspace capable fighters because of their inability to field more than a handful of carriers, but those stationed on a carrier would be better off skipping the hyperdrive and using the space to install better shields or something.
Thrawn might be the best option outside of Vader for direct Imperial support. Both are highly skilled pragmatists so as long as our governor can show honest effort being spent to accommodate the interests of his backer the two of them would leave him to it. They don not like playing political games they just want to do their jobs. Plus if Thrawn does arrive he is likely to bring in the third sister.

It's a bit nitpicky from me but he probably shouldn't call it a Tie variant so he doesn't get sued to hell and back by seinar fleet systems.
He could make a Tie scout model varient which they make tie scouts with hyperdrives in legends and Disney retcons. Most scout models look like normal ties while empire at war had some tie scouts that looked more like darth vaders advanced tie from the new hope which suggests the extra shields hyperdrives and maybe navigation droid would go. Also note that in legends Tarkins homeworld Eriadu had a warlord splinter state that modified their normal tie models with shields. The extra mass reduced their speed by 10% but they reduced casualties with shielding. Depending on your budget you're available upgrades will vary. But it's already a noted possibility to refit normal tie fighters with shields and hyperdrives. The only question is how much tradeoff adding both will be to ship speed and maneuver capabilities. Oh and power systems but i think that's fine. Life support isn't technically as bad on the list. But i doubt you'll be able to get all the tie defender goodies in one. At 60,000 credits for a normal TIE and 300,009 for a defender. You could double the budget of normal TIEs and still not be half the cost. Perhaps you can make that middle ground. As long as the imperials feel superior in their TIE interceptors which would technically be faster to hunt and kill other fighters you might could swing it. I would present it to the brass as a TIE scout with the shields justified to ensure they survive the trip back with vital intel. Gotta play politics in addition to budget juggling. Pf course if you can secretly get defenders built there with thrawns help that's great.
there are a lot of legends TIE models of various levels of production and usefulness. The rebellion did light a fire under RnD for improvement for all the TIEs. The main issue was settling on an all rounder to replace thee cheap mass production model TIE fighters. Along with rebels sabotaging and competing imperial leadership ensuring the best models like defenders didn't become mainline adopted because of the street cred it's inventors would get etc.
The Empire's fighter doctrine might not need hyperdrives but remember the MC is in the outer rim training locals so his starfighters having hyperdrives makes sense cause he has a small fleet with little in the way of hanger space.Frankly, some of those designs looks good, if you drop the Hyperdrive and change it for a weapons bay, while leaving shields, a better frame and cockpit, then you are golden.
The Mangler looks to be the better design for a fighter, shorten the upper solar collector, lower the wings struts, rise the cockpit a little and give it proper windows for the sides and ceiling, and a window and/or permanent camera/monitor, you can keep the heavy blaster, the standard laser cannons could be upgrade with a gimbal mount, or at the very least limited free aiming, the small pilon under the cockpit could be a weapon bay, the size in general of the body could allow for a good shield... and, above all else, the general shape could allow the Mangler to land without a specialized equipment, which remove a headache.
The Demolisher is the obvious long range Heavy fighter/bomber, it would be a little more costly but you know that when a number of Demolisher are send, that same number returns, scorched and a little scarred, but overall fine. It is big enough that a Demolisher variant could be spawned, one with long range sensor and communication, which paired with a Hyperdrive, end ups fullfiling a role similar to an AWACS or Deep/Long range recon, could be called the Overlord, which I am sure the big ships will appreciate.
The Supremacy seems more like a Interceptor/Snub-fighter, cheaper than the standard TIE (unless someone manage to fit a shield in it), but faster and extremely agile but fragile and, by its general shape, it could land without a specialized equipment, too. But, it needs a better cockpit, the engineers could make it longer to have more viewpoints for the pilot, or have something like the cockpit of the Eta-2 actis-class interceptor, a little exposed but extremely good visibility.
The Stingray seem to be a solid choice for a transport, very well armed (the weapons could be bigger, though) and seem that the cargo space makes it a better choice over the standard Lambda shuttle, "the roles of the Lambda in a slimmer shape"... probably cheaper and slightly better, too... The cockpit could use a slight redesign, at the very least, expand the viewport.
... Excuse me, but the Vigilante does not look to be a good craft, if you do need a gunship then I can point you to the Low Altitude Assault Gunship which seems to be overall better, I mean, just look at it...
This is the thing all infantry/personnel will love if used well, no matter who.
Plus locals defending their homes and families are rather less likely to detect too.
