For worldbuilding I have an idea for a sub-kingdom on the continent of Solitas. This is a government and military that a buddy and I fleshed out for a SWN game that didn't go anywhere and adapted to Remnant, removing anything space-based and replacing psions with Hunters.
Balto: Originally established by exiled remnants of Mantle's army following the Great War, Balto is located to the South-East of Mantle/Atlas, along the coast.
Despite militaristic origins, the government of Balto is split in two between civilian and military leadership.
Civilian government is inspired by an idealized United States comprised of a Senate, Council of Judges, and President. All elected by popular vote for 10 year terms, with a hard single-term limit.
Military government follows a similar model to Atlas with a council, only all members are Commanders and Generals. The military council elects a representative every 5 years to act as "Grand Commander" and interface with the civilian ggovernment. Due to a smaller pool of candidates they do allow re-elections, just not more than 2 terms, and no consecutive terms.
Balto does not emphasize hunters nearly as much as other nations, instead they operate similarly to Atlas with a relatively small but well-trained and well-equipped military. Though hunters do operate in and around Balto, they are treated more like mercenaries.
The Balto Armed Forces (BAF) consist of 6 armies, each specialized for specific tasks.
1st Army: Logistics - These are the pencil-pushers, mechanics, transport, and all other rear-echelon staff that keep a military moving. Still trained and armed to fight.
2nd Army: Medical - Doctors, nurses, psychiatrist, therapists, ect... The medical corps. can fix every ailment short of death. More of a "Do no harm, but take no shit." approach to the hippocratic oath.
3rd Army: Scouts - Land/Air/Sea recon. Snipers. Cartographers and Outriders. These men and women push the boundaries of settled land to track Grimm and other threats.
4th Army: Regular Ground Forces - Infantry, Mechanized Infantry, Armored Cav, Artillery. If a target needs to be softened or captured, the Fighting 4th has what you need.
5th Army: Air Force - Close Air Support, Air-to-Air Combat (dogfighters), Air-Navy. Used primarily for clearing out aerial Grimm and force-projection should Atlas, or anyone else, cast a jealous gaze on Balto.
6th Army: Naval Forces - Patrolling trade routes, culling seafaring Grimm, and fending off more traditional pirates are the norm for these folks.
7th Army: Officially does not exist. This is where the soldiers with aptitude for counter-terrorism, black operations, and all other things best not bragged about, go. Unlike the other armies, these men and women have their Aura awakened as a requirement to join, and they are not trained with Grimm in mind.

Functionally ruled by its electric company. Uses the name of Earth in Norse mythology and the city from Final Fantasy VII.

Really like this, and the Huntsmen stats specifically seems good and comprehensible.I too have ideas and general rules regarding the setting of RWBY that are, after consideration, SFW. I shall deposit them in this thread. Please, anyone, if you think these ideas are good, don't hesitate to use them in your own works.
The Huntsman Ranking System
- Count's Note: I admit, I went a little nuts. This scheme was kludged together by me welding the ranking systems from the databooks of three different anime together along with the score ranking system from a Sonic game. But since RWBY is a trope-heavy show from the outset, I feel like this over-the-top nonsense fits.
Letter Ranks: Each Huntsman is assigned a letter rank. The ranks go as follows:
E (Average citizen within the Kingdoms)
D (Bandits, Atlesian soldiers [in theory, they're still in E in practice], most people who eke out a living in the various towns and settlements outside of the kingdoms Primary Combat School students *Note: Some of these individuals may have their Auras unlocked)
C (Huntsman Academy students [Starting out], exceedingly competent persons from category D)
B (Huntsman Academy students [Year 2+], prodigious Year 1 students, most Huntsman Academy dropouts, crappy Huntsmen and Huntresses)
A (Any Huntsman or Huntress who has passed their final exam and could hypothetically do so again, Altesian Specialists, the reasonable utmost that you could expect from a given criminal)
AA (Experienced Huntsmen and Huntresses, Any Specialist with the rank of Lieutenant Colonel, the probable best fighter on retainer for any Mistrali crime boss influential enough to have a proxy on the Council)
AAA (Top-of-the-line Huntsmen and Huntresses, the bare minimum required to get a teaching job at Beacon, or for a Specialist to be promoted to full colonel and beyond in Atlas, also, the bare minimum requirement to be approached with an offer by Salem
S (Special case, Legendary Huntsmen/Huntresses, people with the most broken, HORSESHIT Semblances that that you can think of, semi-Maidens [Cinder at hypothetical max power])
SS (Full Maidens, Ozpin after divvying up his power)
X (Salem)
- Count's Note: Killing the Maidens and reabsorbing their power and/or wielding all four Relics may, theoretically bump Ozpin back up to tier X but that all depends on magical symbolism (Ozpin attempting to put back together the proverbial vase that he shattered with the life's blood of his creations. It depends on whether you think the sacrifice good enough to make whole what was broken, and ultimately author choice.)
Within each Letter Rank, Huntsmen and Huntresses, as well as comparable threats where the intel exists, are assigned numbers from 1 to 5 in seven categories: Strength, Agility, Endurance, Aura Capacity, Aura Control, Semblance Power, and Semblance Versatility.
Hypothetical Statline for Yang Xiao Long, circa Yellow Trailer:
Grade B, Strength: 4, Agility: 2, Endurance: 3, Aura Capacity: 4, Aura Control: 3, Semblance Power: 1-5 (Yang is a special case and her Semblance's strength largely depends on how much energy she stored up, the same is true for Adam Taurus) Semblance Versatility: 1, or in short form Yang's data block would look something like B:4,2,3,4,3,(1-5),1.
My justification here is that the main cast, I think, is full of prodigies or, if not prodigies, are a cut above the average for incoming Beacon students. And one of the many, many reasons that Yang was my favorite of the team starting off was that, and I do admit this may have been cinematography on the trailer's part, Yellow trailer just presented her as being Team RWBY's ace in the hole, the one character who while not balance breaking, is certainly more dependable for finishing off most encounters. Hence while I do believe most of RWBY & JNPR are C - ranks with higher numbers, Yang is a B with higher strength and endurance and low - average everything else. Pyrrha, also a B - rank year 1 has a lot more even stats, with 3+ across the board. CFVY would probably look a lot more sensible here.

This premice kinda reminds me of a cultivator story, Beware the Chicken I think it was, where the MC goes out of the sect and becomes a farmer,A fun and silly idea: In My Little Pony: Friendship is Magic, Earth Ponies can channel their magic into the Earth to make plants grow stronger and better.
Not only that but imbue the food with, essentially, status effects. Good ones. Improved health and such (mainly in the MLP RPG but hey). Earth Ponies also live for a VERY long time. Granny Smith, the matriarch of the Apple Family, is well over 200 years old but she only looks like she's in her 70s or 80s.
Might be amusing if the Arc Family is like that. They just have ridiculously powerful Auras but they've mainly been using it for farming. And they didn't know what they were doing, just putting energy into the ground and the food. Which made it grow stronger, better, and more delicious.
Ruby: "Uggghhh... I tried to grow my own mint for cookies but it's dying!"
Jaune: "Hang on..." He pushes a hand down onto the potting soil, and the mint plant springs back to life, practically glowing "There you go! Though try not to water it so much from now on."
