Yeah, the world building I did for that story really got away from me. I mean, it was a rather fun thought exercise, and I enjoyed it! But it actually ended up having a lot more original content than I was planning for in my notes.

She kills legitimate heroes to muscle them out and let her use 'reformed' villains, who are far more agreeable.
