Arresting them is only the first step. How to you lock them up? their strength, resilience and unique ability make it very difficult, is it only worth the trouble? even more so on a death world? You would need a fortress to use a prison, with cells tailored to each criminal and hunter-equivalent as guard and it need to be able to hold against the grim and criminal/mercenaries hired to break them out.
It would make more sense than convicted hunter are banished from every remote control system, such as banking and communication and basically let to die, by grim, other criminal or not so defenseless victim. Hunter-killer teams sent if they are found near civilization or if they become a threat that cannot be ignored.
Eventually, if they manage to create fiefdom strong and stable enough, they can be consider foreign power to trade with but it is unlikely any such territories can last a decade let alone survive the death of the autocrat.

I see a sliding scale of how to handle corrupt hunters. On the low end, they committed a crime but it was minor(say they demanded money from villages they protected or abused their status, but otherwise did their job well.), then they get assigned to a partner for a while as a sort of supervised probation. They aren't allowed to leave cities with multiple hunters so if they start falling back into bad habits they are stopped early. On the other end for severe crimes they get sent out into the grimmlands and aren't allowed back for a time. This being several years at the minimum.
The unspoken part of this system is that strength plays a big role in which end of the scale you are put on for the same crime. Strong hunters or those with especially useful semblances are going to have less severe punishments than the average hunter. If someone with a semblance like Jaune, able to heal and permanently strengthen other hunters, committed murder they would still likely end up on probation in exchange for boosting as many hunters as possible. On the other side, someone with a weak semblance or average combat skills might not be worth the risk and exiled instead.
The time limit on exile is the most obvious aspect where strength matters. If a hunter can survive in the grimmlands alone for years they are too valuable to give up on, even if they are doing terrible things. They would be allowed back and watched carefully and used for whatever abilities let them survive. Be it avoiding the notice of grimm or killing powerful ones.
Exile also has a sliding scale, there's exile to the borders of the kingdoms, where there's probably a whole network of outlaws in the original sense that can help the criminal survive, and act as a shield for the Kingdoms proper. There's exile into the deep grimmlands, you can still make it back to safety but if a hunter sees you they can arrest you and send you back to the middle of nowhere. Then lastly for the worst criminals (who oz thinks won't join Salem) who are exiled to the Grimm continent. No way back to civilization, no support, just you and Grimm who have been growing since before the moon broke.

Speaking of criminals and law-breaking, here's an idea:

Black Prisons.

The idea basically being, a prison made for the worst of criminals that don't need to immediately put to death. They're brought to a specific prison that's outside of Vale's walls, minimum of maybe 500 km away from the city (or maybe a bit closer), and its entire purpose is to generate negativity and drawn in Grimm before they can reach Vale's walls or the settlements around it.

The conditions would be poor but survivable, the walls thick and reinforced, it'd stand in the middle of a mountain valley like a monolith to cruelty and death. Generating suffering, fear, and hatred to draw in the Grimm. And Huntsmen on probation would be assigned to the prison as a punishment, fighting for hours on end as waves and waves of neverending Grimm assault the walls. And if they break in? Oh well, they were gonna die anyway. The only true safe place was in the central complex where the workers lived and slept anyway.

The worst part? Their sheer numbers allows for the formation of Grimm Miasma. Something that only happens at such places. It's basically like a Dementor showing up from Harry Potter. It draws up negative emotions from the victims and ends up acting as a beacon for even more Grimm. The only way to clear is to kill all the Grimm. Therefore the Valean artillery corp lays down a saturation mission every once in a while.

A story about Jaune giving an interview—I'm currently re-reading *World War Z*. The book is set twenty years after the war began and, I believe, ten years after it ended. We could have Jaune recount how he arrived on Earth thinking he was about to die, only to land right at the start of the zombie war. This leads him to become a wandering knight who helps people, fights zombies, and protects—or teaches others to protect—the settlements he encounters. He becomes a key figure in the war, not just because of his superhuman abilities, but also as a symbol of strength and hope in this hellish world. He could even be the subject of one of the stories told by the filmmaker character from the book, and now he helps rebuild the countries where he volunteers his services. Remember, his original world has Grimm and relies on walls for defense, so he would already have some knowledge of such things from his time on the frontier.
Perhaps make it so he's the leader of a knightly order in the 21st century that was in charge of helping to eliminate zombies near important safe zones, and obtaining resources for recycling.
And that his aura makes him look like a saint, they could say that his power made the religious fundamentalists who saw him follow him as a messiah and that he would prevent them from causing problems.Helping to maintain stability, and accidentally founding a religion as an envoy of God to protect humanity from zombies, Jaune uses that to help various governments. And its aura as a cure for the infected, since it would be like a positive energy of the soul, which kills the Solanum, making it more important

Considering who Cardin is based on he should be from Gallia as well. With the Arc family being the former monarchs and Cardin's dad in the government they should know each other. That also means Cardin would know Katy's family as well. What if Jaune knew he really was flirting with Velvet how would he help him out.

I forget what the Remnant equivalent of Japan is, Mistral maybe, but introduce her to the concept of tsukumogami. For the people who don't know what tsukumogami are, the Japanese believe that after some time, usually 100 years, or resentment for being discarded, an object can develop a soul. I also personally believe that worship and reverence can also create tsukumogami, being that kami and yokai are mostly the same.

I proposed an idea that Jaune ends up in the world of World War Z, a young man with a good heart and good intentions in a cruel and merciless world, fighting an enemy more horrible than the Grimm

To be honest this art can be interpreted in another way.

While some would look at it and feel the kindness and perseverance of the healer, some other's might also be motivated to seek out a way to make sure that whatever ailment afflicted the child is weakened and perhaps like many other diseases, completely eradicated.

For example, from what I can search, his child died of Typhoid fever, caused by a bacteria, and since human physicians are the spiteful bastard they are, have managed to craft cures for bacteria such as this.

Such can also be said about Humanity's fight against Measles, Tuberculosis, Chickenpox etc.

It's the same I think would happen with Jaune, while Isabelle sees a work that inspires humility and patience, to a person as Jaune who is defined by his need to save and prevent people from falling into danger, he will see this as a challenge to overcome.

Remnant doesn't face the same problem as the late 19th century humanity with a lack of clear defined health protocols, the greatest threat to human life and life of the impoverished is the Grimm, no if and or buts.

What is a healer to do but take arms and fight Death till a life is saved from its maw?

In fact- Why not shake some rust off.

That was the opinion of the leading Cynics. There was more nuance to the situation than that, such as chance, lack of resources, wrong timing and planning at civilian side.

Yet, as a student of medicine it was tough to not fall to the path of the Cynic.

"Well that's the last of them, we'll see how many more doses of vaccination we are gonna get next month", Isabelle instructed her son to clear out the area while her auxiliary staff need no such instructions.

These regular rounds of providing vaccination and meal packets for the new mothers in the western section of Vale were a routine thing for them.

She had however started to bring her 13 year old son alongside her. The catalyst for the decision being his increased interest in huntsman related pursuits, and more and more time he spent "playing" and "hanging out" that she knew was him discreetly trying to teach himself basics of swordsmanship.

"Mom, those three Faunus families from Mistral, why are they so far from home?", asked her son, once they both got seated in the government issued Jeep for the medical staff and drove off, the sights of disrepair, poverty and people living at the edge of ruin were common.

"Grimm incursions are sometimes.... diverted if they cannot be completely stopped or there aren't enough Huntsman available sweetheart, some people just...... at the wrong place and the wrong time", she said as diplomatically as she could but her experience knew the real story, let the Grimm slake their Bloodlust on them, keep the "productive" people safe.

"Jaune... we are humans, we cannot help everyone, we try to do the best we can with what we are given, and offer out support where we can", she chose her words carefully. Hoping that perhaps one of her children wasn't born with the Arc spirit.

"As healthcare professional however, I am still able to help far more people who are affected by Grimm and some times poor planning on our part"

Her son seemed pensive, fiddling with his bracelet he was given by one of the staff as a token of appreciation personally.

"What if one of the Huntsman that was present there, when the people needed help tried to help them?"

"Sometimes there is... incentive to help somewhere else, because maybe it is better to focus to save more people", she answered him.

"So the Huntsman have to listen to every order?"

She so wanted to tell her child that, it would be so easy too, just a little lie–. No, no, what is she thinking, a wrong concept taught at a young age could become poison of the mind when they saw the world for themselves, but perhaps-

"Jaune, huntsman have to think about everything, planning the optimal way of approach, and and which area to save first–

"Just like we do in Hospital mom? During emergencies?"

".......Yes, yes Jaune, it could be an emergency everyday on the job for huntsman for a whole month, of gruelling pain of losing people around them, of losing their comrades"

"But people still become huntsman?"

"....Jaune you don't have to be a huntsman to help people, honey"

".....Yes mom"

Polite and well mannered, that was her son, with his own bouts of mischief at times but this time why did she fell like, that she was so far away from her own blood and flesh, why did it feel like–

—Like she was merely a passing suggestion to the stalwart wall of her son.
