Arresting them is only the first step. How to you lock them up? their strength, resilience and unique ability make it very difficult, is it only worth the trouble? even more so on a death world? You would need a fortress to use a prison, with cells tailored to each criminal and hunter-equivalent as guard and it need to be able to hold against the grim and criminal/mercenaries hired to break them out.
It would make more sense than convicted hunter are banished from every remote control system, such as banking and communication and basically let to die, by grim, other criminal or not so defenseless victim. Hunter-killer teams sent if they are found near civilization or if they become a threat that cannot be ignored.
Eventually, if they manage to create fiefdom strong and stable enough, they can be consider foreign power to trade with but it is unlikely any such territories can last a decade let alone survive the death of the autocrat.
I see a sliding scale of how to handle corrupt hunters. On the low end, they committed a crime but it was minor(say they demanded money from villages they protected or abused their status, but otherwise did their job well.), then they get assigned to a partner for a while as a sort of supervised probation. They aren't allowed to leave cities with multiple hunters so if they start falling back into bad habits they are stopped early. On the other end for severe crimes they get sent out into the grimmlands and aren't allowed back for a time. This being several years at the minimum.
The unspoken part of this system is that strength plays a big role in which end of the scale you are put on for the same crime. Strong hunters or those with especially useful semblances are going to have less severe punishments than the average hunter. If someone with a semblance like Jaune, able to heal and permanently strengthen other hunters, committed murder they would still likely end up on probation in exchange for boosting as many hunters as possible. On the other side, someone with a weak semblance or average combat skills might not be worth the risk and exiled instead.
The time limit on exile is the most obvious aspect where strength matters. If a hunter can survive in the grimmlands alone for years they are too valuable to give up on, even if they are doing terrible things. They would be allowed back and watched carefully and used for whatever abilities let them survive. Be it avoiding the notice of grimm or killing powerful ones.
Exile also has a sliding scale, there's exile to the borders of the kingdoms, where there's probably a whole network of outlaws in the original sense that can help the criminal survive, and act as a shield for the Kingdoms proper. There's exile into the deep grimmlands, you can still make it back to safety but if a hunter sees you they can arrest you and send you back to the middle of nowhere. Then lastly for the worst criminals (who oz thinks won't join Salem) who are exiled to the Grimm continent. No way back to civilization, no support, just you and Grimm who have been growing since before the moon broke.
 
Speaking of criminals and law-breaking, here's an idea:

Black Prisons.

The idea basically being, a prison made for the worst of criminals that don't need to immediately put to death. They're brought to a specific prison that's outside of Vale's walls, minimum of maybe 500 km away from the city (or maybe a bit closer), and its entire purpose is to generate negativity and drawn in Grimm before they can reach Vale's walls or the settlements around it.

The conditions would be poor but survivable, the walls thick and reinforced, it'd stand in the middle of a mountain valley like a monolith to cruelty and death. Generating suffering, fear, and hatred to draw in the Grimm. And Huntsmen on probation would be assigned to the prison as a punishment, fighting for hours on end as waves and waves of neverending Grimm assault the walls. And if they break in? Oh well, they were gonna die anyway. The only true safe place was in the central complex where the workers lived and slept anyway.

The worst part? Their sheer numbers allows for the formation of Grimm Miasma. Something that only happens at such places. It's basically like a Dementor showing up from Harry Potter. It draws up negative emotions from the victims and ends up acting as a beacon for even more Grimm. The only way to clear is to kill all the Grimm. Therefore the Valean artillery corp lays down a saturation mission every once in a while.

A story about Jaune giving an interview—I'm currently re-reading *World War Z*. The book is set twenty years after the war began and, I believe, ten years after it ended. We could have Jaune recount how he arrived on Earth thinking he was about to die, only to land right at the start of the zombie war. This leads him to become a wandering knight who helps people, fights zombies, and protects—or teaches others to protect—the settlements he encounters. He becomes a key figure in the war, not just because of his superhuman abilities, but also as a symbol of strength and hope in this hellish world. He could even be the subject of one of the stories told by the filmmaker character from the book, and now he helps rebuild the countries where he volunteers his services. Remember, his original world has Grimm and relies on walls for defense, so he would already have some knowledge of such things from his time on the frontier.
Perhaps make it so he's the leader of a knightly order in the 21st century that was in charge of helping to eliminate zombies near important safe zones, and obtaining resources for recycling.
And that his aura makes him look like a saint, they could say that his power made the religious fundamentalists who saw him follow him as a messiah and that he would prevent them from causing problems.Helping to maintain stability, and accidentally founding a religion as an envoy of God to protect humanity from zombies, Jaune uses that to help various governments. And its aura as a cure for the infected, since it would be like a positive energy of the soul, which kills the Solanum, making it more important

Considering who Cardin is based on he should be from Gallia as well. With the Arc family being the former monarchs and Cardin's dad in the government they should know each other. That also means Cardin would know Katy's family as well. What if Jaune knew he really was flirting with Velvet how would he help him out.

I forget what the Remnant equivalent of Japan is, Mistral maybe, but introduce her to the concept of tsukumogami. For the people who don't know what tsukumogami are, the Japanese believe that after some time, usually 100 years, or resentment for being discarded, an object can develop a soul. I also personally believe that worship and reverence can also create tsukumogami, being that kami and yokai are mostly the same.

To be honest this art can be interpreted in another way.

While some would look at it and feel the kindness and perseverance of the healer, some other's might also be motivated to seek out a way to make sure that whatever ailment afflicted the child is weakened and perhaps like many other diseases, completely eradicated.

For example, from what I can search, his child died of Typhoid fever, caused by a bacteria, and since human physicians are the spiteful bastard they are, have managed to craft cures for bacteria such as this.

Such can also be said about Humanity's fight against Measles, Tuberculosis, Chickenpox etc.

It's the same I think would happen with Jaune, while Isabelle sees a work that inspires humility and patience, to a person as Jaune who is defined by his need to save and prevent people from falling into danger, he will see this as a challenge to overcome.

Remnant doesn't face the same problem as the late 19th century humanity with a lack of clear defined health protocols, the greatest threat to human life and life of the impoverished is the Grimm, no if and or buts.

What is a healer to do but take arms and fight Death till a life is saved from its maw?

I know absolutely nothing about this fic and yet I am positive that knowledge that any of us were more interested in Naruto or RWBY in and of themselves and for their own sake than the author's own sexuality would hurt said author's feelings on a personal level and quite profusely.

Never believe anybody that hung up on their own sexuality or identity or anything like that is actually interested in anything like Naruto, or RWBY, or anything else the rest of us enjoy. It is always a plot make what you like about them instead of what you actually like because they're all either unstable narcissists, or if they aren't, they act enough like unstable narcissists anyway that treating them as anything but is a bad decision. People like that have no passion for anything but themselves. None.

Never let yourself get duped into believing otherwise, because it is always a trick.

I say this because myself have been working on and off on a Naruto-related project on and off the past four months and I hope at least I will put forth a showing that allows anybody who actually reads my work to think I give a damn about Kishimoto's characters, story, and world.

Halloween costumes are one example, but the ones that really come to mind are emo and goth culture and fashion. Remnant may have something similar.

Enter (with some assistance fleshing it out from ChatGPT) Remnant's equivalents to goth fashion.

Grimmcore

Heavy use of Grimm imagery. Black/white/red palettes. Stylized bone masks. Fake fur modeled after Beowolves and Ursa. Red piping mimicking Grimm markings. Contacts designed to imitate particular species. Accessories shaped after claws, horns and teeth. Perhaps elaborate cosmetic "bone plates" for parties or concerts.

Mourning Goth

More aristocratic. Long coats. Veils. Dark formalwear. Victorian-ish silhouettes. Silver jewelry. Less "I am a Beowolf" and more "I attend funerals recreationally."

Salem herself might accidentally fit this category alarmingly well.

Huntsman Goth

Probably especially common among combat-school students.

Black tactical clothing mixed with Grimm motifs. Heavy boots. Weapon accessories. Stylized trophy imagery. Perhaps actual cleaned Grimm fragments would be culturally controversial or simply impossible depending upon how quickly Grimm bodies evaporate, so imitation materials become standard.

The vibe is: "Yes, monsters hunt us. I put their face on my jacket."

Neon-dark/club goth

Because Remnant has advanced technology and Dust.

Glowing Dust-thread accents. Reactive makeup. Hard-light jewelry. Programmable contact lenses. Red or purple illuminated trim.


And all of this with classics like black shirts (sometimes 'artfully ripped' in places); black jackets, hoodies, or hooded coats; 'artfully ripped' blue or black jeans; clunky black boots; black leather wristbands (sometimes studded with metal or fake Grimm bone); decorative metal chains; necklaces with Grimm skull/tooth/bone motifs; rings with similar motifs; fisnet shirts and/or stockings; fingerless gloves; striped stockings; fake Grimm fur, feathers, and/or scales in clothing; hoods patterned after Grimm heads or masks; black nail polish; and possibly white makeup to make the skin appear paler or even Grimm-bone white.

Salem is, understandably, confused when Tyrian eventually introduces her to the subculture by claiming to have found a "community of like-minded souls that embrace the glory of the darkness and my Queen".

Ruby, Melanie, and Miltiades (who was Ruby's prototype design recycled and given a different eye color) all fit the look.

1) Weiss and Blake discover that their parents, as well as a number of Remnant's other wealthy and well-connected use it as a massive front to skim and pocket endowments, government funding, donations, and dues.

We could really crank this up to 11 and have Oz be the only major public figure who isn't pocketing a chunk of change off of the HAR (the rest of the Ozluminati may have to be kept out of the loop too).

Weiss: "What do you mean all of you have been embezzling HAR money?!"

Willow: "Not all of us, Winter would go straight to Ironwood if she knew, but the money for mommy's vodka, hair, jewelry and your brother's luxury car has to come from somewhere with how tight fisted your father can be."

Blake: "You mean the dues that every Kingdom and every Hunter has to pay end up going into the Schnee family's personal budget!?!?!"

Kali: "Not just them, the money to keep our daughter's face off of every 'Wanted' poster where the HAR has jurisdiction and bribe the HAR commissioners to look the other way has to come from somewhere. Why not their own balances?"

Or, the HAR could accept bribes to freeze certain Huntsmen out of contracts when it appears politically fashionable to do so.

There are probably recurring scandals involving prostitution.

It comes out that 99% of HAR full-time staffers are drop-outs or people who failed their licensing exams.

Missions set by the HAR itself (as opposed to a client) are motivated almost entirely by political rather than practical concerns, have a 70 - 90% failure rate due to pervasive cowardice and misbehavior before the enemy. As well as a 99% sexual abuse rate.

The White Fang, The Spiders, Roman & Neo, various Mistrali/Vacuan bandit tribes, and even the Atlesian Military attack HAR personnel on official business and suffer no consequence, penalty, or retaliation.

Okay, that covers all of the international peacekeeping scandals I can recall off the top of my head as well as the actual purpose of existence for international organizations like this generally.

It always throws me through a loop whenever I hear the idea of prisons on Remnant and I just can't take them seriously.

Mind if I ramble?

I think a much more believable idea is having any criminal convicted of something that a mere fine cannot fix, but not awful enough to warrant execution is just flown or driven out as far as possible into the woods/mountains/desert/tundra and told to fend for themselves.

This would also explain Remnant's bandit problem. Or if you send enough out at once, a kingdom can give them construction materials, and all of a sudden you have an explanation for the outlying towns.

Because space on Remnant comes at a premium, and you can't waste anything inside the walls on people who are just serving as Grimm bait.

Nor can you build a prison outside the walls because the only way to guarantee that the prison labor can make back the cost of establishment, maintenance, defense (now the kingdom is wasting money, weapons, and people protecting a bunch of murderers and rapists in the woods) , and other upkeep is to make sure that the prisoners are at all hours of the day miserable enough to attract a sufficient number of Grimm as to overwhelm the defenses and kill everyone inside.

So the Catch-22 with prisons on Remnant is either that a kingdom has to keep putting in men, weapons, and resources to protect prisoners (so bad actors in the eyes of the Kingdom itself) that will never make back their operating costs, or watch as whatever men and resources that they dedicated to establishing a prison at all are eaten along with the prisoners by the Grimm.

And a point on writing, generally;

Don't get too caught up in drawing from IRL sources for inspiration that you forget that fundamentally, a fantasy culture should be a lot unlike ours in some way. Canon RWBY is about the worst example on this end, with absolutely zero consideration for how life on a place like Remnant would be unlike life here.


Otherwise it cuts into verisimilitude.



Jaune ACTUALLY SHOW HIS TACTICAL MIND

I keep forgetting whether Jaune was meant to be a strategist by CRWBY or if that was just a thing that the fans made up and then gaslighted both CRWBY and each other into going along with because they wanted him to have a useful skill.

I know the only Beacon-era indication we get is him bobbling it against Team BRNZ, but he wasn't meant to be anything besides comic relief until after Beacon.

But what does he do after Beacon, that isn't just stating the obvious?





They literally just abandon him aboard the Amity in the high atmosphere. I am sure they will just hand wave it away and say that there was a portal for him Maria too or something if they hadn't already as part of some podcast or panel. But the show just left him in high orbit. Because let us be frank, if he wasn't trapped with Ruby's mentor he'd definitely be forgotten. As it sits presently, he is only probably forgotten.

Background and Development: SAC-SPH Fasolt

Slagfior Automotive Company already built the Wyrm IFV and the SAC-HLT eight-by-eight logistics truck, so they were a natural choice to build a cheap, effective self-propelled artillery system for the VDF. The VDF needed a mobile howitzer that could bombard Grimm and enemy units beyond range without buying a unique tracked chassis. Slagfior mounted a 155 mm Dust howitzer on the HLT frame, keeping the same engine family, wheels, and canisters as the cargo truck that tows and feeds it. They also added the ability to "lock down" once it is in place to fire. When doing so, four mechashift support braces extend from the sides and back of the vehicle to provide a larger ground cross-section and a more stable firing platform for the massive gun. The transition from moving to locked-down state is only a few seconds, allowing the Fasolt to fire and manoeuvre rapidly.

The Fasolt, named for a legendary giant knight from Albion mythology, was first deployed in 1988 AMF after trials in the Vale highlands and on the Vacuo plateau, where batteries had to shoot and move before aerial Grimm or simulated counter-fire found them. It is cheaper than a turreted gun tank and could be built in large numbers. The VDF took to them with a will: artillery was the first tool that let ordinary soldiers hurt large Grimm without an Aura-activated champion, and it has continued to evolve. Shared HLT parts keep it quite reasonable in price, and it has been exported to many of Vale's allies and neighbors.

Background and Development: SAC-HLT

Slagfior's civilian heavy truck line was already hauling Dust and timber across Vale when the VDF asked for a single 8×8 that could support the Army and Marines without being too costly. The SAC-HLT entered service in Year 1970 AMF as that truck: same plant, same engines, armor only where the driver sits.

Of all the vehicles that support Vale's military, the HLT is probably the least appreciated but most vital given all the roles it plays: Workshop, tanker, ammo carrier, medical, mobile power, and many other tasks. Territorial Guard, Militia, Marines, Army and PMCs all use it. After 1988, the same frame became the Fasolt's mount, giving the VDF a cheap mobile artillery unit as well.

Simple, easy to maintain, and downright ugly, the HLT is the backbone of the VDF's logistics and a popular export vehicle.
